Joint FAO/UNEP Panel of Experts on Animal Genetic
Resources Conservation
and Management (AGA-711)
Purpose
To periodically review work on global animal genetic resources conservation and management, and delineate future work programmes on a priority basis; identify the principal problems impeding exploitation and improvement of animal genetic resources at national and regional levels; determine how these problems may be solved, what action programmes and projects may be developed in given situations, and how existing national and regional organizations may be strengthened for this purpose; formulate ways and means of stimulating regional and global cooperation in animal genetic resources development programmes with special emphasis on mutual assistance among national and regional institutions; advise the Director-General of FAO and the Executive Director of UNEP on critical issues regarding the conservation and management of animal genetic resources.

Panel of PAAT Advisory Group Coordinators (AGA-709)
Purpose
Conference Resolution 5/97 requested the Director-General to establish this Panel to replace two Panels of Experts on Ecological, Technical and Development Aspects of the Programme for the Control of African Animal Trypanosomiasis and Related Development, which were abolished by that Resolution. The Terms of Reference are:
a) To provide technical expertise and advice to the Programme Partners on all technical and scientific aspects in the fields of trypanosomiasis, tsetse control and rural development in affected areas;
b) To provide a contact group of experts and constitute a technical and scientific focal point for activities of the Programme, thus stimulating cooperation and an increased spirit of collaboration among all the partners;
c) To collect, collate and disseminate technical information on all activities performed under PAAT;
d) To review the technical and scientific aspects of the activities conducted under the Programme and provide advice to the PAAT Committee;
e) To participate, as required, in an advisory capacity in meetings of the PAAT Committee.

Current Status
The members of the PAAT Advisory Group are designated by the Director-General from among institutions engaged in the Programme against African Trypanosomiasis (PAAT) for four-year terms renewable. As indicated in Conference Resolution 5/97, the PAAT Advisory Group will be subject to review after six years.

Panel of Experts on Forest Gene Resources (FO-736)
Purpose
To help plan and coordinate FAO's efforts to explore, utilize and conserve the gene resources of forest trees and, in particular, help prepare detailed short- and long-term programmes of action (including lists of priority species by region and by activity), and to provide information to Member Governments.

Achievement 1996-97
At its Tenth Session held in September 1997, the Panel stressed the need for FAO to continue to provide strong international leadership and a point of reference for the world community in the field of forest genetic resources, and to further strenghthen efforts to catalyze, technically support and help coordinate action at national, regional and international levels through collaboration with existing institutions. It recommended in particular that early attention be given to the recommendations of the Thirteenth Session of the Committee on Forestry related to the convening of regional, country-driven and action-oriented forest genetic resources workshops, to be organized in collaboration with countries and regions that wished to pursue the issue, under the overall umbrella of the Regional Forestry Commissions and with the technical and scientific guidance and support of the present Panel.
ISOTOPE AND RADIATION APPLICATIONS OF ATOMIC ENERGY FOR FOOD AND AGRICULTURAL DEVELOPMENT

PEEM (Cat. 3)
WHO/FAO/UNEP/UNCHS Panel of Experts on Environmental
Management
for Vector Control (AGL-709)
Purpose
To strengthen collaboration among the participating Agencies, and to promote collaboration between them and other appropriate international and national Agencies in their programmes and projects relating to the development of natural resources, agricultural and human settlements, urban water management and health promotion, and in the use of environmental management techniques for the control of disease vectors and the protection of human health and the environment.
To advise on means of promoting measures for the protection of human health through the application of environmental management techniques for disease vector control in the planning, design, construction and operation of projects for the development of land, water and other natural resources.

Achievement 1996-97
Consultation is underway with WHO and UNEP to abolish the "statutory" feature of the Panel of Experts on Environmental Management for Vector Control (PEEM). Collaboration with WHO and UNEP will continue on an informal manner. This has been agreed, in principle, by ODG and LEGN.
PLANT PRODUCTION AND PROTECTION

FAO/UNEP Panel of Experts on Integrated Pest Control (AGP-721)
Purpose
a) To advise and assist the Director-General of FAO and the Executive Director of UNEP on policies and programmes regarding integrated and environmentally-sound approaches to pest control in agriculture;
b) To review principles and standardize procedures and techniques of such control practices;
c) To promote joint research programmes for integrated and environmentally-sound control practices of major pests affecting more than one country;
d) To collect and distribute information pertaining to such control practices, research and development;
e) To devise programmes designed to develop and integrate pest control strategies, including development and use of resistant crop cultivars, and
f) To evaluate and advise on programmes designed to develop more effective non-polluting methods and techniques in controlling pests.

JMPR (Cat. 3)
Joint Meeting of the FAO Panel of Experts on Pesticide Residues in Food and the Environment and the WHO Expert Group on Pesticide Residues (AGP-716)
Purpose
To advise the Director-General on all aspects regarding pesticide residues in food and the environment. The panel was originally established in 1963 as a Working Party of Experts on Pesticide Residues.

Achievement 1996-97
During the Twenty-first Session of the Panel of Experts on Pesticide Residues in Food and the Environment, a total of 36 pesticides were reviewed (four of them for the first time) and the residues resulting from their use, under specified conditions, were evaluated and re-evaluated. New or revised Maximum Residue Limits (MRLs) were agreed and recommended, based on use patterns and in response to the periodic review programme of the Codex Committee on Pesticide Residues (CCPR). Overall, a total of 336 new MRLs and Guidance Levels (GLs) were estimated, while 132 were recommended for withdrawal. The Panel also developed and published an FAO Manual on the Submission and Evaluation of Pesticide Residues Data for the Estimation of Maximum Residue Levels in Food and Feed, FAO, Rome 1997. This manual is already contributing to a better understanding of the governing principles involved and is leading to wider acceptance of Codex MRLs.

Panel of Experts on Pesticide Specifications,
Registration Requirements,
Application Standards, and Joint FAO/UNEP Group of Experts on Prior
Informed Consent (PIC) (AGP-717)
Purpose
To advise the Director-General on all aspects regarding the official control of pesticides and their marketing and use in agriculture. The Panel was originally established in 1963 as a Working Party of Experts on the Official Control of Pesticides. In April 1975, a Panel of Experts on Pesticide Specification Registration Requirements and Application Standards was established by the ad hoc Government Consultation on Pesticides in Agriculture and Public Health. Following the entry into force in October - November 1992 of a Memorandum of Understanding between the Director-General of FAO and the Executive Director of UNEP, an extra Group of Experts was added to this Panel to provide advice to the FAO/UNEP Joint Programme on Prior Informed Consent (PIC).
