Dear Mr. Serageldin,
I have the pleasure to transmit to you TAC's report on "Priorities and Strategies for Policy, Public Management and Institution Strengthening Research and Service in the CGIAR". The report essentially provides a synthesis of the outcome of two strategic studies commissioned by TAC. The study on policy and management was conducted by a panel chaired by Alain de Janvry (France). The study on institution strengthening research and service was conducted by a panel chaired by John Nickel (USA). Copies of both these studies are attached as background documents.
TAC's synthesis report provides, in particular, an overview of the adequacy of current work in the System, of topics with high potential payoff, and of the need for coordinating mechanisms. I am pleased to inform you that, in general, the activities of the CGIAR are moving in the right strategic direction and are of good scientific quality.
The attached report was finalized at TAC 69 which was held at IRRI last month. While it reflects the views of TAC as a whole, I would like to express particular thanks to Hans Gregersen and Eugenia Muchnik, the TAC Members who served as co-conveners of this study, and to Guido Gryseels of the TAC Secretariat, for their efforts in organizing and supporting both studies and in preparing a draft report.
