16. The Committee recalled that the elaboration of the Working Principles had been undertaken following the recommendations of the 22nd Session of the Commission concerning the use of risk analysis in Codex. The Committee recalled that its 15th session had returned the Proposed Draft Principles to Step 3 for further comments and consideration by the 16th Session, with the exception of the section on "precaution in risk management" (see paras. 49 to , below).
