AGENDA NOTES

1. The Thirteenth Session of the Intergovernmental Group on Citrus Fruit will open at the Hotel Nacional de Cuba in Havana, on Tuesday 20 May 2003 at 9.30 hours. The Group is expected to adopt its report in the morning of Friday, 23 May 2003.

I. ORGANIZATIONAL MATTERS

A. ELECTION OF CHAIRPERSON AND VICE-CHAIRPERSONS

2. At each session, the Group elects a Chairperson and two Vice-Chairpersons. At its Twelfth Session in 1998, Mr M. Gonzalo (Spain) was elected as Chairperson, and Mr Liu Xing (China) and Mr M.A. Ferré (Argentina) as Vice-Chairpersons.

II. ECONOMIC AND TRADE ISSUES

3. The economic agenda of the Group deals with major market and policy issues and is designed to improve transparency in the world citrus economy. This section of the Agenda is composed of five major sub-sections covering topics of ongoing interest to the Group.

A. MARKET SITUATION AND SHORT-TERM OUTLOOK

4. The Group will assess conditions in the global citrus economy in 2001/2002 and 2002/2003. The latest data available to the Secretariat will be tabled at the Session (CCP: CI 03/CRS.1). Members are requested to provide information regarding citrus market developments in their countries, particularly with regard to the 2002/2003 season.

5. The Group will have the opportunity to assess the market for fresh citrus and citrus juices in China (including the current situation and prospects) aided by document CCP: CI 03/5, new trends in production and trade in easy peelers in the world (CCP: CI 03/7), growth and prospects in Cuba’s industry (CCP: CI 03/9) and citrus production and trade in Latin America and the Caribbean (CCP: CI 03/11).

B. MEDIUM-TERM OUTLOOK FOR FRESH AND PROCESSED CITRUS FRUIT

6. As part of its function of evaluating the longer term market outlook, the Group will assess the prospects for supply and demand of fresh and processed citrus fruit to the year 2010 in light of economic and trade policy developments. To assist the Group in this review the Secretariat will provide a new projections study outlining prospects for production, consumption and trade (CCP: CI 03/2).

C. ORGANIC CITRUS

7. The Group will review the world market for organic citrus and citrus juices (CCP: CI 03/4) and an economic and financial comparison of organic and conventional citrus production in Spain (CCP: CI 03/CRS.2) .

D. POLICY DEVELOPMENTS AFFECTING THE CITRUS MARKET

8. The Group will review current multilateral trade negotiations and their potential impacts on international citrus trade with the assistance of documents CCP: CI 03/6 and CCP: CI 03/12.

E. PHYTOSANITARY ISSUES AND CITRUS TRADE AND PRODUCTION

9. Document CCP: CI 03/3 will review current citrus phytosanitary problems and policies in the main exporting and importing countries. Document CCP: CI 03/10 will review Cuba’s programme of disease free rootstocks, with particular emphasis on tristeza control and research.

III. INTERGOVERNMENTAL ACTION ON CITRUS

A. STATUS OF PROJECTS RELATED TO THE COMMON FUND FOR COMMODITIES

10. Document CCP: CI 03/8 will describe the status of both operation and proposed projects submitted to the Common Fund for Commodities (CFC). The Group is invited to comment on these projects and on any further proposal. Members of the Group are reminded that if new project proposals are to be considered, they should be submitted to the Secretariat at least one month prior to the Session.

11. The Group will be requested to adopt a list of fruits and vegetables for purposes of CFC project evaluation, endorsement and management in order that members may seek CFC funding for those fruit and vegetable commodities. Those fruits and vegetables would only be considered for CFC purposes and not for other economic or policy evaluation.

B. ACTIVITIES OF OTHER INTERNATIONAL ORGANIZATIONS CONCERNING CITRUS

12. Other international organizations working in the field of citrus, such as the International Trade Centre UNCTAD/WTO, the Liaison Committee of Mediterranean Citrus Fruit Culture (CLAM) and the Inter-American Citrus Network (IACNET) may wish to inform the Group about activities and programmes.
