7. Adoption of the Report of the Second Session
The second session of the Intergovernmental Working Group (IGWG) for the Elaboration of a Set of Voluntary Guidelines to Support the Progressive Realization of the Right to Adequate Food in the Context of National Food Security will open at 10.30 hours on Monday 27 October 2003 in the Plenary Hall at FAO headquarters. Provision has been made for the session to continue up to Wednesday 29 October 2003.
1. Welcome address on behalf of the Director-General
As convenor of the Second Session of the IGWG, the Director-General or his representative will open the meeting.
2. Adoption of the Agenda
A more detailed revised Provisional Agenda is proposed to facilitate the work of the IGWG.
3. Election of Officers
The IGWG will elect new Bureau members, should any region wish to change the representative elected at IGWG I. Such representatives are elected on an ad personam basis.
4. Draft Voluntary Guidelines
a) Presentation of the draft Voluntary Guidelines prepared by the IGWG Bureau and proposed method of work:
The Chairman of the Bureau will provide an overview of Bureau activities since the First Session of the IGWG in March 2003, leading to the preparation of the draft Voluntary Guidelines under discussion. He will also make proposals regarding the method of work during IGWG II.
b) Presentation of views, comments and proposals on the draft Voluntary Guidelines:
Members and stakeholders will be invited to comment on the draft Voluntary Guidelines. Since the main purpose of IGWG II is to identify and address broad aspects of the draft Voluntary Guidelines which may present difficulties, rather than to enter into detailed discussion about text, it is recommended that members and stakeholders make their comments along the following lines:
- General comments;
- Comments on structure;
- Comments on specific guidelines (without dealing in detail with the content).
c) Discussion of presentations:
The Bureau will suggest how to address those issues requiring most attention, either in Plenary, or through a “Friends of the Chair” group, and/or in regional groups.
5. Future organization of work
a) Inter-sessional negotiating mechanism:
Due to the need to proceed with negotiations on the draft Voluntary Guidelines before IGWG III, members and stakeholders will be invited to consider establishing a consultative and negotiation mechanism mandated by the IGWG to proceed with the elaboration of the draft Voluntary Guidelines outside of IGWG meetings.
b) Arrangements for the Third Session of the IGWG:
The IGWG will recommend dates for the Third Session of the IGWG, keeping in mind that the IGWG will report to the 30th Session of the CFS in 2004 (provisionally 20-24 September).

The IGWG will adopt a report of its Second Session.

The Second Session of the IGWG will be held in the Plenary Hall (3rd Floor, Building A).
Other rooms have been reserved as follows:

In addition rooms have been reserved for the regional groups and NGOs. The location of these will be announced during the opening ceremony on Monday 27 October.

The dome-covered Atrium (between Buildings A and B) offers the following facilities:
- Lounge area with seating capacity
- Refreshment bar with seating
- Document display
- Cloakroom
- 6 computers with internet access + 1 printer
Slovak Business Centre
The Slovak Business Centre (Room B013, ground floor, Building B, tel. 06/57057090) offers six computers with internet access + one printer, a lounge area and a small meeting room. Telephone and fax facilities are also available.
