Achieving Sustainable Development Goal 2 (SDG 2) Zero Hunger requires a measurable improvement in the quantity and quality of official development assistance (ODA) to food security and nutrition. A central component of this work is to obtain the consensus of donors on how to track, monitor and analyse ODA to food security and nutrition. Currently, there is no coherent picture of the resources being spent on food security and nutrition despite a commonly agreed definition of what constitutes food security and nutrition. No single aid tracker provides donors with a tool to comprehensively analyse the quantity and quality of ODA to food security and nutrition that would allow them to make improvements to their current spending. Also, the lack of a coherent picture of the quantity and quality of ODA to food security and nutrition undermines efforts to better coordinate and allocate resources more effectively, and to make decisions based on evidence of the most effective interventions and on countries with the highest priority needs. To progress towards a framework that analyses the data with a view to enable evidence-based decisions, this paper makes the case for the food security and nutrition aid tracker.
