Progressive Management Pathway for Terrestrial Animal Biosecurity (FAO-PMP-TAB)

The Progressive Management Pathway for Terrestrial Animal Biosecurity (FAO-PMP-TAB) is a stepwise framework to sustainably improve biosecurity along terrestrial animal value chains, including traditional livestock species such as cattle, pigs or poultry, and others such as captive wildlife. Through targeted investments and progressive improvements in practices, its primary objective is to provide countries with a structured approach to strengthen biosecurity and contribute to the sustainable transformation of livestock systems, while promoting the One Health approach. This means improved resilience to diseases, enhanced productivity, better antimicrobial stewardship and socioeconomic and environmental benefits for communities.

The FAO-PMP-TAB framework is structured around three key dimensions:

  • the policy and legislative level, such as passing, or enhancing compliance with, laws and regulations that promote strengthening of biosecurity;
  • the institutional level, such as establishing partnerships between public and private animal health service providers with regular interaction and improving the animal health surveillance systems; and
  • the business level, with farmers and other private actors along the value chain adopting good biosecurity practices that are feasible and profitable for their respective enterprises.

How is the FAO-PMP-TAB implemented in countries?

Private actors in the livestock and wildlife sectors, animal health and environmental services play an integral role in improving biosecurity and managing the risks of diseases in animals. The FAO-PMP-TAP takes a bottom-up approach. It starts with applying co-developed initiatives to promote the adoption of good practices for biosecurity within a prioritized node of the terrestrial animal value chain in a selected location.

The initiative expands to scale up the improvements made, allowing for replication across diverse geographical areas and value chains. Simultaneously, policy, legislative, and institutional reforms are initiated through participatory approaches, ensuring alignment with stakeholders' needs and perspectives.

The FAO-PMP-TAP approach concludes by institutionalizing biosecurity improvement processes within the systems and structures of stakeholders at both local and national levels, ensuring long-term effectiveness in risk management and health and resilience in value chains.
