Access to global livestock markets has theoretically been facilitated by the ending of GATT, establishment of the WTO and signing of the SPS Agreement, but dissolution of trade barriers may be limited by the presence of specific diseases in a national livestock population, and such diseases may appear to be the major barrier to export development.
