Formulating Effective Capacity Development Programmes at Country Level

Duration: 1.5 days

Overview: The course consists of a series of three hands-on sessions in which participants will have a chance to practice capacity development approaches, methods and tools through discussions, simulations and role plays. The course will cover the following themes: capacity assessment, designing interventions, sustainability, and partnering and tracking capacity development results. A scenario will provide a common thread of discussion throughout the three days.

Target audience: The course is designed for FAO technical officers, project managers and staff who prepare, implement, manage and evaluate capacity development interventions in member countries.

Methods: Group work, peer discussion and exchange are the principal learning methods used in the course. Participants will be asked to work on a common ‘realistic FAO’ scenario and carry out group work pertaining to it. Brief Powerpoint presentations and job aids will support participants in their tasks. Role plays and simulations will be used to allow participants to practice new skills.

Synthesis of the daily sessions:

Day one (one half-day) – Conducting a Capacity Assessment
Learning objectives: As a result of participating in this session, participants will be able to:

  • Plan a capacity assessment exercise
  • Define appropriate approaches for supporting engagement by national stakeholders

Main themes:
On the basis of information provided in the scenario, participants will be tasked with planning a capacity assessment and supporting engagement of relevant stakeholders in the exercise. Appreciative Inquiry will be practiced as part of the exercise.

Day two (one half-day) – Designing a capacity development intervention
Learning objectives: As a result of participating in this session, participants will be able to:

  • Design and sequence capacity development interventions based on priority needs
  • Integrate sustainability considerations in interventions
  • Identify appropriate partners and explore partnering opportunities

Main themes:
The session will focus on designing interventions with an appropriate and balanced mix of modalities that address both short-term objectives (quick wins) and long-term goals. Participants will be tasked with suggesting an appropriate combination of modalities to2address needs identified in the scenario, while building the sustainability of the intervention and exploring partnerships opportunities.

Day three (one half-day) – Tracking capacity development results
Learning objectives: As a result of participating in this session participants will be able to:

  • Formulate capacity-related outputs, outcomes and indicators across the three dimensions of capacity development at country level
  • Explore different approaches for monitoring the outputs and outcomes.

Main themes:
The principle theme for Day 3 is tracking capacity-related results, addressing the question: how do we know whether progress is being made in terms of developing capacities? Building on Day 1 and Day 2, the session will provide guidance on capacity-related outputs and outcomes within a Results-based Management (RBM) framework at country level to track capacity-related results. Skills will be tested in a scenario, and practical job aids will be distributed.

Prerequisites: Participants are required to take the introductory e-learning module on CD before the course, and for Day 3, the Management for Results e-learning module.
