2021
Malnutrition in all its forms remains a major challenge that requires coherent and integrated policy approaches to transform food systems that shape what people grow, buy, and eat. Today, policies are often fragmented across ministries and sectors and institutions, constraining efforts to address the root causes of malnutrition.
In order to promote integrated policy coordination across sectors and ministries at country level, , the Committee on World Food Security endorsed the Voluntary Guidelines on Food Systems and Nutrition at CFS 47 in 2021: the world’s first and only multilaterally negotiated policy tool linking food systems directly to nutrition. These Voluntary Guidelines give governments, UN agencies, and all stakeholders a practical, evidence‑based framework to support the design of coordinated and coherent policies, laws, programmes and investments that make healthy diets accessible, affordable, and sustainable for everyone.
The Voluntary Guidelines on Food Systems and Nutrition help countries align agriculture, health, education, trade, environment, and social protection policies so food systems can deliver better nutrition while protecting people and the planet. They also clarify key concepts — like what counts as a healthy diet or a sustainable food system — and offer guidance on implementation, capacity building, and monitoring progress.
