This tool aims to guide developing countries in planning towards the preparation of their first Biennial Transparency Report (BTR) and participation in the Technical Expert Review (TER). It facilitates the long-term planning and the necessary institutional arrangements that countries should have in place to guarantee the sustainable implementation of this report. The guidance provided is complemented by a series of questions that allow users to understand their current reporting status and generate an indicative country-driven roadmap to meet the BTR deadline in December 2024.

Greenhouse Gas Data Management (GHG-DM) tool


Type of tool: excel-based

This excel-based package helps GHG inventory compilers manage the information related to the activity data (AD) and parameters in the agriculture, forestry and other land use (AFOLU); energy; industrial processes and product use (IPPU); and waste sectors. Each excel file contains a comprehensive list of AD and parameters that must be collected to estimate all categories within these sectors.

This tool must be used in conjunction with the 2006 IPCC Guidelines that provides more explanations on the information needed.

Indeed, effective institutional arrangements help ensure the continuity and integrity of GHG inventories; promote the institutionalization of GHG inventory processes; and prioritize future improvements.

Collect Earth is a free and open source application for land monitoring that facilitates access to multiple freely available repositories of satellite imagery (Google Earth, Bing Map, Landsat, MODIS and Sentinel). It covers the period from 1984 onwards. It allows users to assess land use and land use change information which is crucial for estimating greenhouse gas emissions and removals from the AFOLU sector.

The Global Livestock Environmental Assessment Model interactive (GLEAM-i)


Type of tool: Web-app, greenhouse gas (GHG) calculator

GLEAM-i is an on-line application for estimating GHG emissions from livestock production in all countries and types of production systems. It is based on the GIS GLEAM model and offers baseline and scenario analysis, with three entry points for assessing the impact of mitigation strategies: herd, feed and manure management.

GLEAM-i is used to assess the ex-ante of ex-post impact of projects and investments. It can also support inventories and nationally determined contribution (NDC) revisions. It is open-source and FAO offers capacity building and training in using it.

The UNFCCC Quality assurance (QA) process is offered (upon request) to developing countries wishing to improve their GHG Inventories and Inventory Management systems. The process helps countries to get prepared for the official reviews of their Biennial update reports and upcoming Biennial transparency reports. The national inventory team works closely with UNFCCC, FAO and other international experts for a whole week as part of the process of analysis of Biennial update reports and National communications.

The NDC Tracking Tool supports countries in tracking annual progress made in implementing and achieving their NDCs in the AFOLU sector. It does this by comparing:

  • planned versus implemented mitigation actions; and
  • expected or achieved GHG reductions from mitigation actions against sectorial and or national baselines and target scenarios.

The NDC Tracking Tool provides three type of results:

  1. projected emissions scenarios based on the impacts of implemented key policies and actions compared to a business-as-usual (BAU) scenario;
  2. the share of total emission reductions achieved out of the emission reductions target in the NDCs – this makes it possible to identify existing gaps in NDC implementation; and
  3.  the impact of potential emission reductions from additional mitigation actions not included in the NDC against the BAU scenarios – this provides an opportunity to enhance NDC ambitions.

The NDC-AFOLU Navigator is an online, open-data source which allows users to quickly access, analyze and visualize information related to agriculture, forestry and other land use (AFOLU) that countries put forward in their nationally determined contributions (NDCs). The tool is designed around four main pillars and sector-specific components: mitigation, adaptation, planning processes and support needs.

The Nationally Determined Contribution Expert Tool (NEXT) is a greenhouse gas accounting tool that supports annual environmental impact assessments for the agriculture, forestry and other land use (AFOLU) sector.

It provides a 30-year time-series of annual and cumulated estimates of carbon removal and greenhouse gas emissions reductions from climate actions made by Parties to the Paris Agreement. It also supports the tracking of Nationally Determined Contributions (NDCs) as required by the modalities procedures and guidelines (MPGs).

Exact has been developed primarily for the ex-ante analysis of AFOLU investments and projects.

Based on the Intergovernmental Panel on Climate Change (IPCC) methodology (2019 refinement to 2006 IPCC & IPCC 2013), EX-ACT allows users to estimate the average impact of a set of agriculture, forestry and other land-use (AFOLU) investments and policies on GHG emission levels over 20 years. EX-ACT can be used in ex-ante and ex-post analysis to assess the overall impact of investments.

Type of tool: Modelling framework using GIS technology

GLEAM is a GIS model framework that aims at quantifying the production and use of natural resources in the livestock sector while; and identifying the environmental impacts of livestock, including estimating GHG emissions. It can be used upon request by countries to assess adaptation and mitigation scenarios in the livestock sector. Please note that GLEAM requires extensive resources and FAO support.

FAOSTAT - FAO's main statistical emissions database - has been significantly redesigned, with the aim to provide ever greater support to users worldwide.  

The new product consists of one summary domain, which consolidates agriculture and land use emissions, and 12 topical sub-domains. A number of aggregates allow the user to select IPCC relevant categories (Agriculture, LULUCF, AFOLU) as well as FAO relevant ones (Farm gate, Agricultural Land).

Most importantly, this new version contains and makes available for download also country emissions and activity data submitted to the UNFCCC, for comparison. These will become visible in the ‘’visualization’ area of the domain in mid-July. In the meantime, comparisons between FAO and UNFCCC data can be visualized using the ‘COMPARE’ function in FAOSTAT, which is found on the top FAOSTAT menu.

Despite the growing global support for capacity building to improve soil management, the estimation and reporting of greenhouse gas (GHG) emissions and removals, especially from mineral soils in national GHG inventories, is still very limited. In 2021, the Institute for Global Environmental Strategies (IGES) and FAO conducted a global survey to assess how countries have addressed the estimation of carbon stock changes (CSCs) in mineral soils in their GHG inventories. This report presents the findings from the survey.
