Provisional Agenda for the Second Session of COAG 1974 |
Director-General requested to finalize the provisional agenda for the second COAG Session in consultation with the Chairman of COAG, to convene the session for two weeks in the second half of April 1974, and to study the record of the Council discussion and bring forward to next Council or Conference session any useful suggestions for improving COAG procedures (paras 28–30). |
Fertilizers (Use, Production and Trade) |
Convene as soon as possible an ad hoc intergovernmental consultation on fertilizers with participation of industry representatives, UNCTAD, UNIDO and IBRD (para. 42). |

Finance Committee to review the draft Statute for an International Civil Service Commission at its next Session (para. 265). |
Personnel Matters - General Service Salary Scales |
The International Civil Service Commission should review as soon as possible the question of the Guiding Principles and their application, and should be responsible for determining General Service salary scales; meanwhile the Director-General after appointing an Ad Hoc Panel to revise the General Service salary schedule, should submit its report and his recommendations to the Finance Committee and the Council (paras. 270–273). |
With effect from 1 July 1973 the system of 5 per cent General Service salary increases whenever the Italian salary index moved by 5 per cent should be at the rate of 3 percent at all grade levels until the results of the survey were known, (para. 274). |
Director-General should submit to the next Finance Committee session details for possible repayment of the difference between 3 per cent and 5 per cent, should the survey indicate such repayment was justified (paras. 275–276). |
Personnel Matters - Redeployment of Personnel |
Finance Committee and Director-General requested to establish a time schedule for a study of criteria for determining posts considered suitable for fixed-term and permanent appointments (para. 284). |
Personnel Matters - Home Leave Entitlements |
Director-General requested to bring to attention of the International Civil Service Commission the need for a thorough study of home leave entitlements, and to proceed with the study comparing all aspects of the conditions of employment of fixed-term and permanent appointments (paras. 286–287). |

Apply the new education grant maxima with the same effective date as the United Nations (para. 289). |
