Fourth Progress Report on Implementation of the Plan of Action
for the Integration of Women in Development

Agreed with the recommendations included in paras 9 (a), (b) and (c) (paras 9 and 10)

Proposed Standard on Requirements for Establishment of Pest Free Areas

Decided to forward the draft Standard to the Twenty-eighth Session of the Conference for adoption and recommended to the Conference that a Contact Group be established by Commission I to consider these amendments, with the aim of reaching a consensus on the text by the time the item is formally discussed by the Conference (para. 11)

Draft Code of Conduct for Responsible Fisheries

Recommended that the Conference consider the text produced by the Technical Committee on the Code of Conduct for Responsible Fisheries as a package to be adopted in its current form (para. 14)

Agreed to forward the Code to the Conference for adoption and requested the Secretariat to prepare a resolution which should include an appeal for the expedient acceptance by member countries of the Agreement to promote Compliance with International Conservation and Management Measures by Fishing Vessels on the High Seas (para. 15)

Submitted to the Conference a draft Resolution on the Code of Conduct for Responsible Fisheries and a draft Resolution on the Agreement to Promote Compliance with International Conservation and Management Measures by Fishing Vessels on the High Seas, for consideration and adoption (para. 16)

Reiterated its full endorsement of the return to the normal practice for financing the budget (para. 19)

Urged continuation of efforts to reduce costs and achieve further efficiencies, to the extent possible, without adversely affecting the technical and economic programmes of FAO (para. 23)

Invited further dialogue in order to seek to bridge the gap between the diverging expectations on the budget level (para. 26)

Reports of the Seventy-third Session of the Programme Committee and
the Eighty-second Session of the Finance Committee
(Rome, 4-15 September 1995)

Endorsed the Finance Committee's recommendation contained in paragraph 3.40 of the Report with regard to the application of the contributions made by former constituent republics of Yugoslavia (Bosnia and Herzegovina, Croatia, Slovenia and the Former Yugoslav Republic of Macedonia) for the last quarter of 1993 against the contribution payable by Yugoslavia for that year (para. 28)

Recommended that it be instructed by the Conference to systematically pursue the goal of achieving savings and efficiencies in governance in the 1996-97 biennium beginning with the Hundred and Tenth Session of the Council (Rome, 3 November 1995) and report back to the Twenty-ninth Session of the Conference on progress achieved (para. 30)

Endorsed the recommendation of the Joint Meeting of the Programme and Finance Committees (Rome, 11-12 September 1995) that a detailed Management Review be undertaken to determine the appropriate staffing levels and staffing structure of the Organization as such in relation to the agreed Programme of Work and priorities. It stressed that this review be conducted systematically and that it take fully into account the actions already taken by the Director-General (para. 31)

Urged all Members Nations to pay their outstanding arrears and current assessed contributions in full as soon as possible, in order to enable the Organization to continue to fulfil its mandate (para. 34)

Overseas Territories outside the Geographical Scope of the
Treaty of Rome, in FAO Meetings and Intergovernmental
Agreements under FAO Auspices

Adopted revised guidelines governing participation in agreements under Article XIV of the Constitution, as proposed by the CCLM and as indicated in paragraph 36 of the Report (para. 36)

Further agreed that these guidelines should be supplemented by the four points arising out of the consultations held with interested FAO Members, as indicated in paragraph 37 of the Report (para. 37)

Invitations to Non-Member Nations to Attend FAO Sessions

Agreed, in accordance with paragraphs B-l and B-2 of the "Statement of Principles relating to the Granting of Observer Status to Nations", that the Russian Federation and the Ukraine attend, as observers, the sessions listed in the document (para. 39)

Application for Membership in the Organization (Tajikistan)

Authorized the Director-General to invite Tajikistan, to participate in an observer capacity, in the Council Session (para. 42)

Appointment of a Second Alternate Chairman of the FAO Appeals Committee

Appointed H.E. Joseph Amichia, Ambassador of Côte d'Ivoire to the Holy See, as the second Alternate Chairman of the FAO Appeals Committee (para. 43)

Date and Place of the Hundred and Tenth Session of the Council

Decided that its Hundred and Tenth Session would be convened on 3 November 1995 at FAO Headquarters, unless the Twenty-eighth Session of the Conference finished early, in which case it would be convened beforehand (para. 44)
