Synopsis (short abstract) The Russian Federation and Ukraine are major global suppliers of cereals and sunflower oil, while the Russian Federation is also a leading exporter of fertilizers and energy. Due to the devastating war in Ukraine, global prices for these commodities have reached record highs. FAO Markets and Trade Division, with the FAO Investment Centre and the European Bank for Reconstruction and Development, have published this study on the potential impact of the war in Ukraine on food security and agrifood trade in Egypt, Jordan, Lebanon, Morocco and Tunisia. Beyond a detailed analysis of how the war in Ukraine affects these countries, the report also contains a set of key policy recommendations to help governments cope with the unfolding situation and improve food security in the medium and long term. This publication is part of the Knowledge for Investment (K4I) series managed by FAO Investment Centre.

    In the Near East and North Africa (NENA) Region, food imports are needed to meet more than 50 percent of total food requirements, yet nearly 50 million tonnesof food are lost or wasted every year. Reducing food losses and waste is critical to ensure sustainable food systems and increase regional and national food security, where the capacity to expand production areas is limited. Therefore, this project aimed at improving the availability and quality of foods in Egypt, Iran, Jordan and Lebanon by increasing capacities of different stakeholders in the food system to reduce food loss and waste along different functions of food value chains.

    This publication is part of report series published under the FAO Investment Centre/European Bank for Reconstruction and Development Cooperation Programme. The series presents sector reviews and studies undertaken in Central and Eastern Europe that cover development issues and innovative areas to increase investment in agriculture in the region. This publication provides an update to the FAO Investment Centre/EBRD Report No. 2: Ukraine: Review of the Sunflower Oil Sector (2002). It also inc ludes a mid-term strategy for the Ukrainian oilseeds sector, prepared in close collaboration with a wide range of public and private stakeholders. Between 2002 and 2005, EBRD continued to invest in the Ukrainian oilseed sector and asked FAO to pursue its efforts to promote a more active and transparent policy dialogue between local private stakeholders and Ukraines policy makers. Based on this report, the Government of Ukraine has started to implement some of the policy recommendations put forwa rd, in particular the progressive reduction of Ukraines export tax of oilseeds. The report provides useful background information for commodity analysts, financial institutions wishing to invest in the oilseed sector and governments of oilseed producing countries.
