    In Sierra Leone, the implementation of the globally agreedVoluntary Guidelines on the Responsible Governance ofTenure of Lands, Fisheries and Forestry in the Context ofNational Food Security (VGGT) began in February 2014under the German-funded project “Support forCountry-Level Implementation of the Voluntary Guidelineson the Responsible Governance of Tenure of Land,Fisheries and Forests” (referred to as VGGT ProjectPhase I), which ended on 31 July 2016. Phase I led tothe creation of a comprehensive institutional frameworkrequiring regular and ongoing meetings among keystakeholders from both government and civil societyorganizations.The present project was designed to leverage the benefitsof the implementation of the VGGT and to sustain theimplementation of the key emerging activities, localizingthe implementation of the VGGT at the district level. Thisproject provided the opportunity to incorporate lessonslearned during VGGT Project Phase I and incorporateother stakeholders who had not been fully engagedduring the first phase – in particular the private sector,members of parliament, local authorities etc. – in VGGTimplementation. The importance of continuing toimplement key and high-level activities ensured furtherpolitical buy-in and the application of VGGT principles,not least through the implementation of the newlyapproved National Land Policy (NLP).The overall aim of the project was to sustain theimplementation of the VGGT in Sierra Leone. This was tobe achieved through three main outputs:• A multistakeholder platform that continues topromote, implement and mainstream the VGGT.• Stakeholders in Parliament and at district levelsensitized on the VGGT and on the implementation ofthe NLP.• Support for the implementation of the newly approvedkey natural resources-related sector policies (the NLPand the Fisheries Policy).

    Land has played a critical role in the development of the United Republic of Tanzania, with the roots of land tenure frameworks, issues and conflicts dating back hundreds of years Current land laws in the country are seen as progressive policies and legislation recognize the equal rights to land of men and women, including unregistered rights under customary laws, and any transfer of rights requires the consent of local people In practice, however, land tenure rights are disputed among village, district and national administrative authorities, and conflicts over land are common, widespread and sometimes violent Policy deficiencies and contradictions, weak policy and institutional frameworks, and poor governance have together resulted in tenure insecurity The country has recently updated its National Land Policy 1995 and made significant investments in land programmes In recognition of FAO’s role as a neutral partner and of its broad expertise in land tenure and the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security ( in particular, the Government of the United Republic of Tanzania requested FAO to provide support to the process of implementing the new National Land Policy The VGGT set out principles and internationally accepted standards for responsible practices They are a framework that actors can use when developing their own strategies, policies, legislation and programmes They allow government authorities, the private sector, civil society and citizens to judge whether their proposed actions and the actions of others constitute acceptable practices In November 2017 in collaboration with MLHHSD, FAO held a technical workshop on the implementation of the VGGT in the country, at which the Government ensured its support to FAO Areas defined as important were the regularization of customary land, the resolution of land conflicts, including through Alternative Dispute Resolution ( methods, land use planning and land based investments.

    The Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security (VGGT) have been promoted by FAO through several initiatives at global, regional and national level. The projects assessed achieved significant results in the areas of awareness raising and capacity development, policy dialogue, influence, and, to a lesser extent, legal and policy reform processes. At regional level and continental level, the VGGT were integrated in several instruments, linking local and national tenure agendas with relevant broader frameworks. At global level, FAO continued to influence global dialogue, particularly through the development and distribution of VGGT technical materials as public goods. The evaluation emphasized the need to invest in political economy analysis and to strengthen integration with other actors. Increased attention could be paid to identify ways to increase linkages between capacity development and multisectoral dialogue on the one hand, and decision-making processes on the other.
