Synopsis (short abstract) The war in Ukraine that began on 24 February 2022 has led to large‑scale human suffering across all regions of the country. As the dynamics of the war continue to evolve, large portions of the population are affected by damage to critical infrastructure, lack of basic services and disruptions of supply chains, requiring multisectoral humanitarian assistance. In order to address the rapidly deteriorating food security situation, the Food and Agriculture Organization of the United Nations has updated its Rapid Response Plan (RRP) for Ukraine, calling for a revised funding requirement of USD 115.4 million, to support 376 660 vulnerable smallholder and medium‑sized farming households through December 2022. The RRP has been designed to meet critical, time-sensitive agricultural deadlines for production and harvest, and address market functionality and access for vulnerable populations. It is anticipated that the RRP will be followed by a continuing programme based on the evolution of the crisis.

    This document provides an up-to-date summary of the humanitarian situation in Ukraine and the response of the Food and Agriculture Organization of the United Nations (FAO) on the ground. As of 2 June 2022, the area sown with spring crops for the 2022 harvest decreased by 20 percent in comparison with the previous year, according to Ukraine’s Ministry of Agrarian Policy and Food (MAPF). As of 23 June, the number of internally displaced people (IDP) has decreased to 6.3 million (14 percent of the population). FAO's revised Rapid Response Plan (RRP) requires USD 115.4 million to assist 979 320 people in rural areas through December 2022. To address the storage crisis, FAO has developed a Grain Storage Support Strategy, requiring an additional USD 50 million, as an extension of the RRP, to deploy 3.2 million tonnes of storage capacity in Ukraine – 20 percent of the estimated overall need. As of 15 July 2022, FAO has raised USD 30.4 million against the total of USD 165.4 million under the RRP and Grain Storage Support Strategy, leaving a gap of USD 135 million. Of this, USD 102 million are urgently needed to support vulnerable households and increase agricultural production in rural areas. As of 12 July, FAO has reached 30 622 households (80 000 people) in 13 oblasts of Ukraine with emergency agricultural support. FAO is on the ground in Ukraine with a team of over 95 members, including technical and operational staff deployed to support the scale-up.

The revised Rapid Response Plan (RRP) of FAO requires USD 115.4 million to assist 979 320 people in rural areas through December 2022. Furthermore, to address the grain storage crisis, FAO has developed a Grain Storage Support Strategy (GSSS), requiring an additional USD 65 million, as an extension of the RRP, to deploy 4.07 million tonnes of storage capacity in Ukraine – 25 percent of the estimated overall need. In addition, the strategy will strengthen government capacity for food commodity testing and certifications necessary for export at border facilities. To date, FAO has raised USD 73.6 million against the total of USD 180.4 million under the RRP and GSSS, leaving a gap of USD 106.8 million, which are urgently needed to support vulnerable households and increase agricultural production in rural areas. FAO continues to work on the ground in Ukraine with a team of over 95 members, including technical and operational personnel deployed to support the scale‑up.

    This document provides an up-to-date summary of the humanitarian situation in Ukraine and the response of the Food and Agriculture Organization of the United Nations (FAO) on the ground. According to the Ministry of Agrarian Policy and Food, since 24 February 2022, Ukraine exported 29.1 million tonnes of agricultural products. As of 28 November, in the 2022/23 marketing year, Ukraine exported 17.3 million tonnes of cereals (including about 50 000 tonnes of flour) compared with 25.3 million tonnes during the same period in the previous marketing year. Through its Rapid Response Plan and Grain Storage Support Strategy, FAO requires a total of USD 180.4 million to assist 979 320 people in Ukraine by the end of 2022; address 30 percent of the grain storage needs; and strengthen government capacity for food commodity testing and certifications necessary for export at border facilities. To date, FAO has mobilized USD 84.7 million, leaving a gap of USD 95.7 million, which must be filled urgently to support vulnerable households in rural areas during the winter season. FAO continues to work on the ground in Ukraine with a team of over 95 members, including technical and operational personnel deployed to support the scale-up.
