Synopsis (short abstract) Since 2015, the Food and Agriculture Organization of the United Nations (FAO) has been implementing a global project titled Integrated Country Approach for Boosting Decent Jobs for Youth under the Agrifood System (ICA). The project aims to enhance decent jobs through the economic and social empowerment of rural youth by enhancing the enabling environment for youth agripreneurship. FAO, in collaboration with the Ministry of Agriculture, Animal Industry and Fisheries (MAAIF), launched the Youth Inspiring Youth in Agriculture Initiative (YIYA) in 2017. YIYA is a nationwide competition aimed at promoting youth employment in the agricultural sector by recognizing and supporting young agripreneurs, that are role models to their peers and are willing to work with and support other youth through knowledge-sharing, capacity building, and mentorship. The first cohort of youth champions (25), selected and awarded in 2017, received cash, technical training in different value chains, opportunities to exhibit their enterprises nationally and internationally, and participated in youth-focused policy dialogues on employment in agriculture. Based on the success of Round one of the YIYA initiative, FAO, MAAIF and partners embarked on a process to scale up the initiative into a national youth agripreneurs mentorship programme, to attract and inspire more young people to engage in the agriculture sector countrywide. In 2021, over 270 youth champions were selected from over 1 400 applications and 35 national youth champions were recognized and awarded with equipment, assets like animals, inputs and all of them have gained visibility and will further be supported to access opportunities.

Based on the findings of interviews with the youth champions awarded in the pilot phase of the Youth Inspiring Youth in Agriculture (YIYA) Initiative in Uganda, this case study discusses how youth have overcome the major challenges associated with starting up agribusinesses. In 2017, the Food and Agriculture Organization (FAO) and the Government of Uganda, with the Ministry of Agriculture, Animal Industry and Fisheries (MAAIF) as a lead counterpart agency, implemented the YIYA initiative with the objective of selecting youth lead agripreneurs and fostering them as “mentors” for other youth. The case study presents six kinds of youth agribusiness models, and discusses how each model works, why it is recommended for youth, and model-specific issues to be considered. Those six models are prototypes of “youth-friendly” agribusiness, simplified with a view to being replicated and tailored by youth agripreneurs in their own contexts.

In 2019, after two years of Youth Inspiring Youth in Agriculture (YIYA) Initiative implementation in Uganda, FAO conducted an assessment of the initiative with the following objectives: a. To draw lessons from YIYA Round-1 and propose recommendations for the design and implementation of Round-2 (scheduled for 2020), through analyses of the systems/processes of the agribusiness competition programme implementation, the effectiveness of YIYA’s support activities, and the sustainability and impact of the YCs’ agribusinesses; b. To draw lessons which will be useful for youth agribusiness competition programmes similar to the YIYA, not only in Uganda but also in other countries. The assessment concluded with recommendations on: i. Overall design and implementation; ii. Application and selection process; iii. Monitoring and evaluation; and iv. Ripple effects of impact through youth mentorship.
