Synopsis (short abstract) The project "Emergency response and support to vulnerable populations in at-risk areas of Burkina Faso" is financed by the Swedish International Development Agency. FAO implemented the project in partnership with the Government of Burkina Faso through the Ministry for Agriculture, Hydro-agricultural Development and Mechanisation. The project seeks to improve vulnerable populations’ access to food and to means of food production. This first phase of the evaluation focused on suggesting improvements to the project over the rest of its implementation period, and more particularly improvements as pertaining to relevance, efficiency and efficacy of the project. The implementation of these recommendations should allow the project and more generally FAO, the FAO Office in Burkina Faso and the Government, to close a project that has achieved its objectives

    Le projet «Réponse d’urgence et d’appui à des populations vulnérables dans les zones à risque du Burkina Faso» - Phase I, financé par l’Agence suédoise de coopération internationale au développement, est mis en œuvre par la FAO en partenariat avec le Gouvernement burkinabé sous la tutelle technique du Ministère de l’agriculture, des aménagements hydrauliques et de la mécanisation. L’objectif du projet est d’améliorer l’accès des ménages vulnérables à la nourriture et aux moyens de production. Cette première phase de l’évaluation a avant tout cherchè à améliorer la mise en œuvre du projet sur les mois qui lui restent et s’est penché plus particulièrement sur les résultats liés à la pertinence, l’efficacité et l’efficience du projet. La mise en œuvre de ses recommandations devrait permettre au projet et plus généralement à la FAO, au bureau de la FAO au Burkina Faso ainsi qu’au gouvernement de clore un projet ayant atteints ses objectifs.

    In Burkina Faso, the 2017/18 agropastoral campaign was marked by food and biomass deficits, the effects of which were exacerbated by the fragile situation in the country. Since January 2019, insecurity has continued to worsen due to recurrent attacks perpetrated by non-state armed groups, triggering massive population displacements, thus exacerbating the vulnerability of communities further resulting in increased humanitarian needs and significant challenges for the country. Thanks to funding from Sweden, FAO is supporting 18 700 households through various activities (cash-based interventions, agricultural and livestock production support) in order to meet their immediate needs, while ensuring that the root causes of their vulnerability are addressed in order to reduce dependency on food aid.

    Strengthening nutrition and resilience of crisis-affected communities in the Central-North region of Burkina Faso

    The Central-North region of Burkina Faso (specifically Yirgou and Gasseliki villages) has experienced frequent attacks by armed groups, besides the inter-community clashes in Barsalogho. These actions led to internal displacements of the population since the beginning of 2019. The displaced communities lost their livelihood means. Moreover, there was widespread food insecurity during the dry season between June and August 2019. The government emergency services, the United Nations (UN) and non-governmental organizations (NGOs) undertook a rapid joint assessment in mid-January 2019 in order to understand the needs of the displaced population. The national nutrition survey undertaken in September 2018 showed that the Central-North region had about 28 percent of children under five years who were stunted and almost nine percent who were wasted. The Integrated Food Security Phase Classification (IPC) carried out in November 2018 showed that the food security and nutrition situation of the Central-North region was critical during the lean season of June–August 2019 and about 676 200 people were affected. Against this background, the French government financed a project led by the Food and Agriculture Organization of the United Nations (FAO) entitled “Support to vulnerable households affected by food insecurity and conflicts in the Central-North region of Burkina Faso”. The project received USD 505 051 and was implemented between May 2019 and June 2020. This promising practice is an example of a resilience-building intervention implemented through an integrated, community-based, multi-partner approach operationalizing the humanitarian-development-peace nexus.
