It is an honour to join you today at this workshop, which marks the beginning of Eswatini’s Irrigation Master Plan. This project represents a significant step forward in fortifying the country’s agricultural resilience, ensuring food security, and improving water resources management. The Food and Agriculture Organization of the United Nations (FAO) is delighted to collaborate with the Government of Eswatini in this endeavor.
This year, FAO marks 80 years of action in supporting governments worldwide in reducing hunger, combating malnutrition, and ensuring food security for all. Over the decades, FAO has worked alongside nations to build resilient food systems, enhance agricultural productivity, and respond to global challenges such as climate change. Our commitment to Eswatini is part of this global mission, reinforcing the importance of strategic investments in sustainable agriculture.
Agriculture, the backbone of Eswatini’s economy, has seen a decline in its contribution to the nation’s GDP over time. In 2023, agriculture and forestry accounted for 7.05% of Eswatini’s GDP, but in 2016, the sector experienced a sharp contraction of -11.2% due to a severe drought. This significant drop in production output underscores the urgent need to bolster irrigation systems and reduce reliance on rainfall. Considering the increasing climate variability, investing in water resources and irrigation is not only strategic but also essential to ensure food security for both households and the nation.
Recognizing the impact of drought, the Government of Eswatini has taken proactive steps to mitigate its effects and safeguard agricultural productivity. A key component of this effort is a comprehensive national water resources assessment, which guides the identification of suitable areas for irrigation development and informs future investments. This master plan serves as a blueprint for sustainable irrigation expansion, ensuring that water resources are effectively managed to support agricultural growth.
The Irrigation Master Plan aligns with Eswatini’s National Agricultural Investment Plan (ENAIP) 2.0, a strategic government document aimed at unlocking investments in the agriculture sector. By enhancing irrigation development, this initiative directly supports ENAIP 2.0’s objectives, ensuring that the agriculture sector continues to be a key driver of economic growth and food security. FAO remains committed to collaborating closely with the government and stakeholders to ensure that investments in irrigation contribute to the broader goals of agricultural transformation and resilience. This Master Plan will serve as an instrument for government and her partners to mobilize resources for construction of water harvesting and irrigation infrastructure. Once fully implemented, the outcome will be increased productivity, efficient water and stability of agriculture output, thus minimized risks and increased private sector investments not only in production but in the food system as a whole.
The Food and Agriculture Organization (FAO)’s collaboration with the Government of Eswatini underscores our shared dedication to sustainable agricultural development. Through our technical expertise, policy support, and capacity building initiatives, we strive to enhance irrigation infrastructure, improve water governance, and empower farming communities. These efforts align seamlessly with the key Sustainable Development Goals, including SDG 2 (Zero Hunger), SDG 6 (Clean Water and Sanitation), SDG 13 (Climate Action), and SDG 15 (Life on Land). By addressing these global objectives, we not only enhance local food systems but also contribute to a more sustainable future for all.
This initiative surpasses technical solutions. It aims to equip communities with the means to flourish, ensuring farmers have reliable access to water, and promoting environmentally friendly practices. Given the rising impact of climate change, the urgent need for adaptable and sustainable irrigation solutions has never been more demanding.
This workshop presents an essential platform for all stakeholders to engage, exchange knowledge, and align our strategies for successful implementation. Your expertise, experience, and insights will shape the trajectory of this Master Plan, ensuring its delivery of meaningful and enduring results.
FAO reaffirms its firm commitment to supporting Eswatini in developing a robust agricultural sector. The path ahead demands collective dedication, innovation, and strategic planning. By collaborating, we can strengthen the agricultural sector, enhance food security, and forge a more resilient future for all.
