Europe and Central Asia – Regional Overview of Food Security and Nutrition 2021

The state of food security and nutrition in the world, including that of the Europe and Central Asia region, was marked in 2020 by the outbreak of COVID-19 and resulting disruptions to markets, trade and food supply chains. The pandemic has had a negative effect on food security in the region. It is in this light that the report seeks to assess how food security and nutrition indicators in the region.

This report aims to highlight the current strengths of the institutional DRR system for agriculture in Kyrgyzstan as well as indicate existing gaps and capacity needs to further enhance it. A comprehensive assessment is conducted, which includes a general overview of the country’s agricultural sector and outlines the most frequent natural hazards that are impacting the sector. It is followed by an analysis of the existing legal, policy and institutional structure and discusses various components of the system, including the functioning of early warning systems, assessments of disaster risks, post-disaster needs assessments, including damages and losses assessments and the availability of agricultural insurance for farmers.


FAO developed the Surveillance Evaluation Tool (SET) during 2017 to support prevention and control of animal disease threats, including zoonoses. A SET assessment was conducted in April 2021 as part of the efforts to establish the Central Asia Animal Health Network (CAAHN). Other SET and Laboratory Mapping Tool (LMT) assessments were conducted in Central Asian countries with the objective to get a baseline for the region. The report was then adapted to fit FAO's publication template to be posted online, with approval of the Tajik Authorities. Sharing this report publicly will provide financial and technical partners details on findings and recommendations to improve Tajikistan's animal and zoonotic disease surveillance, track progress, and contribute to a multifaceted approach to capacity building in the country and region.


FAO and the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH have been providing support to the Western Balkans region to promote progress on gender equality, with a focus on measuring the proportion of countries where the legal framework guarantees women’s equal rights to land ownership and/or control.


The Food and Agriculture Organization of the United Nations (FAO) commissioned the National Research University Higher School of Economics (HSE) in Moscow to organize the international forum “Food policy, rural development and gender equality in Eastern Europe, Caucasus and Central Asia: current trends and the impact of the COVID-19 pandemic” which took place on 10, 12 and 17 March 2021. This paper is based on the discussions held at the webinars. It identifies and documents the key issues to inform stakeholders, and serves as a reference for the work of FAO and other development actors in the region.


The project will help grass-roots rural women in Tajikistan, Turkey and Uzbekistan, gain knowledge and skills to improve their economic status, start businesses and cooperatives, while empowering them to become agents of change in their communities. The project will also contribute to the creation of an enabling environment for rural women’s economic empowerment.

The project will create a regional platform where the ministries of agriculture of Turkey, Tajikistan and Uzbekistan will share challenges, best practices and policy solutions for the implementation of gender responsive agriculture and rural development policies and programmes with the support of regional workshops.


FAO’s work in Europe and Central Asia and throughout the world is guided by the FAO Strategic Framework, reviewed every four years. In its support for the 2030 Agenda and its drive for a transformation to more efficient, inclusive, resilient and sustainable agrifood systems, the new FAO Strategic Framework 2022–2031 focuses on what are called the four betters – a set of goals that, when implemented, will help ensure that no one is left behind. In each of the FAO programme countries and territories in Europe and Central Asia, the Organization and its many partners achieved great success in 2021 in advancing towards the four betters – better production, better nutrition, a better environment and a better life. This report provides a snapshot of these important efforts and achievements
