Global Network Against Food Crises Programme

Promoting evidence, innovations and policy change for lasting solutions to food crises

The main purpose of the Programme is to substantially increase the resilience of vulnerable people’s livelihoods to food crises, through its contribution to the Global Network against Food Crises, which will play a central role in translating the evidence-based analyses into policy change at global, regional and country level.

This EU contribution enables FAO to provide technical, analytical and capacity development support to regional and national government institutions in strengthening the quality and frequency of analysis to inform prevention, response mechanisms and resilience interventions based on actual needs. Through the Programme, FAO also implements specific resilience interventions in 12 countries hit by food crises to enable a process of learning of the most effective typologies of intervention for specific food crises contexts and ensure replication and scalability accordingly and in a coordinated manner.

By strengthening the Global Network Against Food Crises, the EU-FAO Partnership Programme is also bolstering stronger alliances and ensuring continued advocacy at the highest levels to address rising hunger through effective resilience interventions based on sound analysis.

The Partnership Programme takes forward the significant work already started under previous EU-FAO programmes, including action-oriented learning and improved information and analysis, which remain key pillars of the new Programme.

  2. Leveraged appropriate country-level investments in resilience programmes based on evidence and learning
  3. Bolstered joint/coordinated programming and response for sustainable solutions to food crises

The Programme includes three main areas of work, which reinforce each other and are implemented at global, regional and country level: 

  • Analysis and Information
    FAO’s activities support the production and access to quality food security and resilience analyses to provide relevant national, regional and global stakeholders with evidence for programming and policy-making. To this purpose, the Programme enhances tools for acute and chronic food security analysis (IPC country analysis and the Global Report on Food Crises), resilience analysis (RIMA) for medium and longer-term interventions, and risk analysis to anticipate and respond early to avert the worst of a crisis (Early Warning Early Action).
  • Country-level investment and learning
    FAO coordinates the implementation of resilience interventions in 12 countries (Cuba, Ethiopia, Madagascar, Myanmar, Sahel - Niger, Mali and Burkina Faso, Somalia, South Sudan, Venezuela, West Bank and Gaza Strip, Yemen) to generate knowledge on a set of typologies of response options that national, regional, and global stakeholders can adapt to their specific context and replicate to increase overall effectiveness and sustainability of interventions. Examples of activities on the ground include developing institutional capacities for food security analysis; disaster risk reduction and early warning early action; strengthening national social protection mechanisms; providing livelihoods support; investing in skills development for vulnerable families.
  • Joint/coordinated response
    FAO engages and promote global dialogue through the Global Network Against Food Crises to ensure policy buy-in of the evidence generated by the Programme in high-level policy - and decision-making fora such as the United Nations Security Council, Committee on World Food Security bodies, Economic and Social Council of the United nations; and to strengthen joint coordination at regional and country level, knowledge management and learning.

The monitoring, evaluation and learning framework is a vital aspect of the programme  and serves to mainstream standards for monitoring resilience interventions as well as capture experiences and evidence-based learning from country-level activities for possible replication and/or scale-up to other areas.

Knowledge management and communication processes and activities are also embedded within the programme’s work streams to ensure that context-specific solutions to food crises, good practices and other programme’s outputs are documented and shared through efficient, tailored and innovative tools and channels responding to the needs of all stakeholders.

Programme coverage and main activities

Building effective partnerships at all levels

Partnerships are at the core of all Programme’s activities. The Programme is embedded within the FAO’s programme management and coordination structure and it is implemented through the FAO’s Strategic Programme on Resilience (SP5) mechanisms. EU is both a resource and technical partner of the Programme playing an active role in steering the implementation of the activities both at the country level (through European Union Delegation) and at the global level (through EC for International Cooperation and Development, DEVCO).

In addition, at regional and country level, the Programme is implemented building on existing partnerships, platforms, regional bodies and institutions, and other key partners in order to fit in with the contextual requirements.

This also ensures that the tools, guidelines and information generated by the programme are consistent with, support and add value to relevant regional initiatives and county policy processes.
