L’évaluation à la FAO

Final Evaluation of the Environmentally Sustainable Food Security Programme (ESFSP)

This report presents the findings of the evaluation on the Environmentally Sustainable Food Security Programme (ESFSP) in the Republic of the Union of Myanmar. The aim of the ESFSP was to reduce the long-term vulnerability of rural populations affected by Cyclone Nargis in May 2008, through interventions supporting the recovery of the crops and fisheries sectors.

The evaluation was conducted from 2015 to 2016. The purpose was to ensure that FAO and other stakeholders learned from the experience of a recovery programme such as the ESFSP. The evaluation further aimed to identify project outcomes, and to analyse the project’s sustainability and actual or potential impacts. The purpose was also to identify the future actions needed to ensure programme continuity.

The evaluation reviewed the three projects comprising the ESFSP funded by the Government of Italy: the Sustainable Small-Scale Fisheries and Aquaculture Livelihoods in Coastal Mangrove Ecosystems (GCP/MYA/010/ITA), the Support to Special Rice Production (GCP/MYA/011/ITA) and the Support to the Immediate Rehabilitation of Farming, Coastal Fisheries and Aquaculture Livelihoods in the Cyclone Nargis-affected Areas of Myanmar projects (GCP/MYA/012/ITA) from formulation to completion (June 2009 to March 2016). The evaluation covered the Ayeyarwady portion of the Delta region, and Mandalay in the central dry zone.
