Focus Area I
Transparent, democratic and accountable governance

This focus area lays out the importance of governance mechanisms, leadership and accountability across the range of actors, at global, regional, national and local levels, within food systems. It provides guidance on: the promotion of policy coordination and coherence; the integration of food systems and nutrition into development plans; the creation of accountability mechanisms and tools for monitoring and evaluation; and strengthening the participation of indigenous peoples in food systems.

3.1.4 Strengthening participation and inclusion of indigenous peoples and local communities in food systems

The four digit numbering of each recommendation follows the numbering in the VGFSyN, whereby the first digit represents the chapter 3 of the document that includes the 105 recommendations, the second digit the focus area, the third digit the sub-focus area and the letter the specific recommendation.

  • Recommendation 3.1.4.a

    Governments and relevant stakeholders should strengthen full and effective participation of indigenous peoples and local communities, in particular women, girls, marginalized groups and peoples with disabilities, in the governance of food systems and nutrition by means of dialogue, as appropriate, consultation, and by strengthening community mechanisms for inclusive participation at local, sub-national, national and regional level. For indigenous peoples this should be based on an effective and meaningful consultation, through their own representative institutions in order to obtain their free, prior and informed consent under the United Nations Declaration on the Rights of Indigenous Peoples.

    Governments and relevant stakeholders should support capacity building and strengthen capacities including those of indigenous peoples and local communities so that they can fully and effectively participate in formulating policies and strategies regarding food systems.
