National gender profile of agriculture and rural livelihoods
Montenegro
FAO’s first Country Gender Assessment for Montenegro explores the status of women and men in agriculture and rural development, identifying persistent gender gaps and opportunities to advance equality in agrifood systems. Despite progress in aligning national legislation with international and EU standards, rural women remain underrepresented among landowners and decision-makers and face limited access to resources, finance, and training. The assessment highlights key trends and challenges and provides a basis for integrating gender perspectives into FAO programmes and national policies, supporting more inclusive and gender-responsive rural development.
