Trade Agreements As Potential Mechanisms For Mutual Recognition Of National Organic Regulatory Systems

This paper follows up on a question raised in the ITF about the potential of trade agreements to facilitate equivalence of government organic regulatory systems. The ITF noted that the equivalence of the EU and Swiss organic regulations was established as part of a broader trade agreement on agriculture. Equivalence of the systems through trade agreements represent an alternative to separately negotiated bilateral or multilateral agreements and an addition to the list of ways in which a country can provide for imports of organic products. The paper outlines the global system for trade agreements under the World Trade Organization and describes how regional and bilateral agreements are related to the global agreements. The situation and implications for the organic sector are then presented, followed by summary recommendation on utilizing this approach.
