Assessing the Gender-responsiveness of NBSAPs

The CBD Women’s Caucus has launched a new policy brief analyzing how countries are integrating gender justice and human rights into their National Biodiversity Strategies and Action Plans (NBSAPs) under the Kunming-Montreal Global Biodiversity Framework (KM-GBF).

Based on an assessment of 13 NBSAPs submitted by April 2025, findings reveal that while many governments acknowledge the links between biodiversity and gender justice, most remain gender-blind or only gender-aware, with few including concrete actions, targets, or resources.
The brief provides practical recommendations to help Parties operationalize Target 23 and the CBD Gender Plan of Action, ensuring women’s leadership, knowledge, and rights are central to inclusive biodiversity governance.
