При осуществлении своего мандата Комиссия "Кодекс Алиментариус" руководствуется следующими основными ценностями: сотрудничество, инклюзивность, принятие решений на основе консенсуса и транспарентность. Правительственные и неправительственные, общественные и частные организации в равной мере играют важнейшую роль в обеспечении высочайшего качества текстов Кодекса, основанных на подтвержденных научных данных.
Своим авторитетом в области разработки международных стандартов Кодекс обязан в том числе активному взаимодействию с наблюдателями, которые вносят ценный вклад в его деятельность. Экспертные технические органы, отраслевые и потребительские ассоциации участвуют в разработке стандартов в духе открытости, сотрудничества и транспарентности.
Межправительственные организации (МПО) и международные неправительственные организации (НПО) могут подавать заявки на получение статуса наблюдателя в Кодексе, что дает им право принимать участие в работе сессий и высказывать свои мнения на всех этапах разработки стандартов.
В настоящее время Комиссия Кодекс Алиментариус насчитывает: 211 участников Кодекса - 48 международных государственных организаций (IGOs), 147 частных (негосударственных) организаций (NGOs), 16 организаций Объединенных наций (UN).
