5. RECOMMENDATIONS

It is recommended that:

  1. the development of the draw-down areas is phased according to the actual size of the available land;

    1. small scale development of areas between 0.5 - 5 acres, to be undertaken by local farmers with assistance from the agricultural officer,
    2. large scale development of areas of 1 000 acres or more be undertaken by State or Federal agencies and if possible are developed with associated upland areas,

  2. selected areas of suitable land in the draw-down region are photographed at a large scale (1:10 000) at the time that most of the land is exposed (July–August); this exercise to be carried out in connection with suitable areas downstream of the dam,

  3. subsequently detailed soil and land surveys are carried out in these areas as a sound basis for further development, 1

  4. a liaison committee is set up between NEPA and the Project (Min. of Land Resources etc.) to ensure timely information about lake level variations,

  5. wore attention is paid to the hydrological aspects of the lake in general and of the draw-down areas in particular, with special reference to drainage, seepage,

  6. available man-months for a land capability study be spent on irrigation practices in Papiri and possibly Gafare,

  7. agricultural package projects are being evaluated in the draw-down areas, as they may prove an ideal solution to the given environment and will ensure optimist use of the water, equipment and man-power,

  8. research activities of the project be more orientated towards the development of the Lake Basin, thus creating a higher living standard for the local population,

  9. the eastern shore-line is made accessible for motorcars.

1 The detailed surveys should be mapped and produced at a scale of 1:10 000. The density of observations is 1–2 per hectare. The mapping units that are represented on the maps comprise phases of soil series, soil series and occasional soil complexes. With the aid of aerial photographs the progress rate per 20 working days/month is 800 hectare per month.
