Ponds suitable for fattening fish or breeding purposes were designed and built at Godawari, Parwanipur and Janakpur. Plans for fish ponds were drawn for other areas, e.g., Kathmandu valley, Pokhara, Pipley (Hetaura), Lamsure, Simra, Rampur, Jaktapur, Narangat, Enarva Pakadia, Tarara, Hathimuri, Tejpur Belachapi, Enarva (near Dubi) and Jhapa. Plans and estimates for the establishment of commercial farms at Pipley and Bhandar Hardi were made as well as for any extension of governmental fish farms at Godawari, Parwanipur, Janakpur and Tarara.
Various implements necessary for successful and efficient fish culture operations were designed; these included draw-nets, hand-nets, hammocks, transport drums, grading tables, gallows for steelyards, fish food test scoops, punts, etc.
Installations, such as inlets and outlets, were made on or in the ponds.
Personnel were trained in: the use of implements made and/or designed by the expert; and fish handling, including the selection and sexing of breeders.
The plans developed for the various government fish farms should be carried out and the equipment and implements designed be obtained.
New sites should be developed after completion of the two major projects at Pipley and Bhandar Hardi.
Rice-cum-fish culture should be encouraged in all areas where this is possible.
