AQUACULTURE FOR LOCAL COMMUNITY DEVELOPMENT PROGRAMME

PROPOSED TERMS OF REFERENCE OF THE ADVISORY COMMITTEE
(Revision 1)

The Aquaculture for Community Development Programme is an interregional project, initially focusing on the activities of the SADCC countries.

The Programme is executed by FAO. The Preparatory Phase 1986–1988 is funded by Sweden (SIDA).

The Advisory Committee is established to facilitate an active participation by the governments and the donor country in the planning, implementation, monitoring and evaluation of the Programme.

  1. The members of the Committee are:

    1. participating countries
    2. the donor agency
    3. the executing agency

  2. The Committee will advise on Programme implementation by:

    1. reviewing the progress in terms of results of activities and their relevance to the purposes and target groups of the Programme

    2. analysing the performance as to approach, rate and quality of execution and liaison with countries and agencies concerned

    3. examining the work programme and the annual work plans

  3. The meetings of the Committee:

    1. will be held at least once a year in participating countries on a rotational basis

    2. will be convened by the Secretariat in consultation with the chairman and the participating countries

    3. and its recommendations will be documented in reports adopted by the Committee

  4. The Secretariat of the Committee will be provided by the Programme.

Appendix 4

AQUACULTURE FOR LOCAL COMMUNITY DEVELOPMENT PROGRAMME

WORK PLAN FOR 1988

The main elements of the Work Plan for 1988 are outlined below. The Work Plan will be elaborated and a time schedule for main activities worked out based on the recommendations of the Advisory Committee Meeting, 3–5 November 1987 and the findings during the formulation mission, November–December 1987.

(1)   Preparations for the second phase of the Programme

Based on the recommendations for major target areas for the second phase of the Programme preparatory work for further pilot projects will be carried out. The main activities will be:

(2)   Establishment of contacts with other regions

The aim is to establish contacts with ongoing development efforts for rural aquaculture in other regions to share experiences and create channels for information. Initially these contacts will be focusing on Africa and South Asia, where extensive experiences have been gained on development of aquaculture in rural development, through practical projects and research. These experiences will be utilized when planning pilot projects and to facilitate dissemination of information to the participating countries.

(3)   Survey methodology

The surveys initiated in Zambia will form the basis for revision and finalization of the survey methodology. The survey will be repeated in other Provinces in Zambia (Provinces to be decided in collaboration with the Department of Fisheries) and also carried out in one or two other countries in the region to obtain comparative results.

(4)   Pilot project in Eastern Province of Zambia

The pilot project will continue during 1988 with the same approach as described earlier. During the year:

(5)   Documentation and library

Working papers and technical reports will be published covering the Technical Consultation on Aquaculture in Rural Development, the First Advisory Committee Meeting report, Survey Results, and Description of the approach and results in the pilot project in Eastern Province in Zambia. An occasional information leaflet on issues in rural aquaculture development will be published.

A classification and acquisition system for the Programme's library will be established and literature on social, cultural, economic, environmental, biological, and technical aspects in rural small-scale aquaculture acquired.

(6)   Second Advisory Committee Meeting

The Second Advisory Committee Meeting will be held during 1988. Time and venue are still to be decided.

(7)   Technical consultations, workshops

One technical consultation or workshop will be organized to deal with a subject related to small-scale rural aquaculture to be decided on the basis of needs identified during the Advisory Committee Meeting and the formulation mission, November–December 1987.

(8)   Mid-term evaluation

A mid-term evaluation of the preparatory phase of the Programme will be carried out during the first half of 1988.
