6. VISIT OF NORTHERN AREAS

As per the given terms of reference of the Consultant, the Consultant had to spend a whole one month in Northern Areas to assess the possibilities to introduce warm water fisheries in Northern Areas and advice on the implementation of existing cold water fisheries production. To meet the above objective, in consultation with the NPD and Co-ordinator, the Consultant agreed to allocate the month July 1996, for the above said visit in project Work Plan. But this visit could not be materialised even to the last month due to lack of communication between the concerned authority of Northern Areas and the Project. The project office contacted the concerned authority - Deputy Director - Fisheries of Northern Areas by means of letters as well as by phone. He was also invited to visit Muzaffarabad for further discussions. But to the last period of the consultancy even, neither the authority of Fisheries of Northern Areas could visit Muzaffarabad nor any green signal was given to proceed Northern Areas by the Consultant though the Consultant was prepared to the last period of his stay. Thus, due to lack of communication between the two ends, the visit of the Consultant to Northern Areas could not be materialised and at the end the Co-ordinator of the Project has informed the concerned authority of Northern Areas about its postponement to Consultant's second visit in 1997. The letter of Project Co-ordinator to the Deputy Director - Fisheries has been enclosed as Annex - XI.
