ASFA: an evaluation.

Introduction

Aquatic Science and Fisheries Abstracts (ASFA) is recognised as the major database in its field. It has over 340,000 citations and its coverage of all aspects of the aquatic sciences/fisheries is indeed broad. The primary objectives of this study of ASFA were:

(1) to monitor the coverage of ASFA

(2) to identify any gaps in the coverage of any new or existing journals that have a strong "fisheries" element but have been missed by the ASFIS monitoring list

(3) to evaluate the content of grey literature present in ASFA

(4) to identify any new potential partners and/or items to be considered for inclusion in ASFA

To give this study a firm foundation it was decided to select eight topics of current interest which would cover ASFA 1 ( Biological Sciences & Living Resources); ASFA 2 (Ocean Technology, Policy & Non-Living Resources) and ASFA 3 (Aquatic Pollution & Environmental Quality).

These topics are as follows:

ASFA 1:    Fish oils and human nutrition

                Quality control of fishery products

                Fishery management in Africa

                Cage culture

                Detection and control of fish diseases

ASFA 2:   El Niņo

                Law of the Sea

ASFA 3: Coastal pollution

 

The size and coverage of each database was considered, so more topics were selected from ASFA 1 than from ASFA 2 or ASFA 3.

The above topics form the the foundation of this study. The methodologies used always refer back to these topics.

Methodology

Three different methodologies were used to evaluate ASFA. These were:-

(1) Bibliographic searching

(2) Comparing ASFA with AGRIS with regard to grey literature and analytics

(3) Through electronic means, i.e. Internet.

1. Bibliographic searching.

Bibliographic searches were carried out on various databases on CD-Roms (available at FAO) and Dialog. (see table below) with the first two objectives of this study in mind. Documentation retrieved from the searches was then compared back to ASFA. Emphasise was placed not so much on whether each individual reference cited occurred in ASFA but on whether the journal title cited as the source of the documentation is monitored by ASFA.

A total of 29 bibliographic searches were carried out. AGRIS, CAB & ABAF (Aquatic Biology, Aquaculture and Fisheries) were the three primary databases. Where possible a specialised database was also searched in order to see how ASFA would fare against those, as well as the general agricultural databases. These specialised databases were:- Food Science & Technology Abstracts; Meteorology & Geostrology Abstracts; Legal Resource Index; Enviroline and Envirobibliography. The time period for most of the searches is 1992 - mid 1997, with the exception of the searches carried out on Dialog, which are from 1994 - mid 1997.

Search Results.

The results of the searches were divided into two main categories:-

A) Journal articles and

B) Other.

All documentation retrieved fell into one or the other category.

A) Journal articles.

· It was decided that any documentation that had the following characteristic would be considered a journal article:- any work that has been published in a periodical. (i.e.scientific or technical journals / newspapers / newsletters etc..) Please note, this does NOT however include any work that has been published in a monographic series.

· The journal titles cited were divided into two groups; titles monitored by ASFA and titles not monitored by ASFA.

· In compiling these results, it was found that some journal titles appear in the ASFA database but are not listed on the ASFIS monitoring list. These titles have been identified with the initials in brackets (NOML) - Not on Monitoring List. They are regarded as "monitored" by ASFA due to the fact that they are, in essence "monitored unofficially."

B) Other.

· All other documentation that didn't fit the category of journal article was considered Other; for example, unpublished works / grey literature / monographs etc.

· Any work published in a monographic series has been placed in this category.

· Documentation like book chapters, papers etc. that make up a part of a bigger or global item were grouped together under the heading "excerpts from monographs".

· Monographic series titles that were cited were treated in the same manner as the journal titles. i.e. Tiles monitored by ASFA and Titles not monitored by ASFA.

* The ASFIS monitoring list used in this study to determine what was monitored by ASFA is the copy dated 29/04/97.

As a whole the searches retrieved literature mainly from the USA and Europe, particularly north european countries such as Sweden, Denmark and the Netherlands.

However from the study of the documentation retrieved from the titles not monitored by ASFA, no particular journal/series title was highlighted for future consideration.

ASFA's coverage.

From the results, we see that ASFA's geographic coverage is concentrated in Europe, USA and Asia, the nations were ASFA has its primary input centers. There was less coverage on the African and Central/South America regions; however the Central/South American ASFA centers are just becoming operational, and there wasn't a significant amount of literature retrieved from the African region apart from South Africa. There were no surprises with regard to language in that the searches highlighted that English is the language used in the technical/scientific circles. The searches have shown that ASFA's coverage of documentation that is in English is very good.

e.g. CAB search on Fish diseases = 159 journal articles

Total articles in English = 128

Total articles in ASFA = 122

While only one example has been given, the above result is repeated often with the other search results.

When compared against the more general agricultural databases such as CAB (Best result: 84.84% -Cage culture / Worst result: 52.38%- Fish oils); ASFA's monitoring of the mainstream scientific/technical titles as a whole is good. ASFA's performance does fall somewhat when compared to AGRIS (Best result: 65.71% - El Niņo / Worst result: 40% - Quality control of fishery products) .

It is important to note however, that some of the literature not being "caught" by ASFA from these searches is more often than not documentation that has been published in either obscure journals or journals whose discipline is vaguely or not at all related to the fisheries and aquatic sciences.

These journals may publish an occasional `fisheries'article but they do not emphasise any great interest in the fisheries/aquatic sciences. Also the argument they touch upon in their articles has often already been covered in the more technical/scientific fisheries journals.

However there are areas where ASFA needs to improve. In searches such as Quality control of fishery products and Law of the Sea, when compared with a specialised database ASFA did not fare well, with coverages only of 53.33% and 27.69% respectively.

ASFA needs to carry out these bibliographic searches regularly to identify the weaknesses and strengths that exist in its coverage. It also needs to question how it will deal with the weaknesses that will arise.

ASFA should decide whether it wants to improve the area/topic that has been identified "weak" or discuss the possible exclusion of that area in ASFA's coverage.

For example, the searches highlighted that ASFA's coverage when compared to FSTA (53.33%) and AGRIS (40%) did not fare well in the topic of Quality control - an area of post harvest technology. ASFA should decide whether to improve this result or seriously discuss if it wants to continue covering this area of fisheries.

Obviously there will be areas of fisheries that are so vitally important that the second option of exclusion will not even be entered into but there will be areas of fisheries that could be considered; and with their exclusion ASFA will be more streamlined and even more effective in capturing documentation that it is now missing.

2. Comparison AGRIS-ASFA re: Grey literature and analytics

Grey literature is an integral component in research, but due to its very nature tracing this body of documentation often proves difficult. Grey literature is any work that is "semi-published"e.g. an internal report or paper of an organisation..It is not published or available through commercial means therefore tracing this type of documentation can prove difficult.

Along with grey literature, analytics also play an important part in research, without analytics in a database the researcher may risk missing vital documentation which was thought not to exist.

Analytics are entries made in databases for part of a work. e.g. a chapter in a book; a paper that is part of a compilation of conference papers.

Due to the large content of grey literature and analytics present in AGRIS, it was decided to compare ASFA with AGRIS to evaluate ASFA's performance. This comparison was done by taking the results of the second part of the search results - B) Other . Here each reference cited in the AGRIS searches was checked individually in ASFA to see if it also occurred there (see table below).

ASFA does not fare well in this comparison. The results shown above and in Appendix 1 demonstrate that a lot of grey literature is being missed by the input centers. For example the last five searches (i.e. Cage culture, Detection and control of fish diseases; El Niņo; Law of the Sea and Coastal pollution) all have the majority of the countries cited as ASFA input centers , yet all have shown a poor result regarding the number of references found in both AGRIS and ASFA.

Cage culture: 7 countries out 13 cited are input centers

7 references out 41 were found in both databases.

Detection & control of fish diseases: 10 countries out of 12 cited are input centers

5 references out of 35 were found in both databases.

El Niņo: 5 countries out of 7 cited are input centers

0 references were found in both databases.

Law of the Sea: 9 countries out of 11 cited are input centers

31 references out of 71 were found in both databases

Coastal pollution: 10 countries out of 17 cited are input centers

19 references out 83 were found in both databases.

The following reasons can explain ASFA's performance.

· Often ASFA tends to only index/abstract the "global" item; it does not take that step further and create the analytic for what that global item contains. This was evident in many cases in this comparison. AGRIS will nearly always have the analytics for a document, but ASFA will only cite the whole document but not what that document itself contains.

· AGRIS is a decentralised bibliographic system, with many input centers all over the world. Due to its decentralisation itis more probable that it captures more documentation considered "grey literature" than a bibliographic system like ASFA, though decentralised, it has one major centralised body (CSA) that does the majority of its indexing and abstracting.

· As a result of CSA doing the majority of the indexing and abstracting, the actual time period involved in preparing a document for insertion into the database is longer than a system like AGRIS where each input center collects, prepares and inputs the document "at home". Just the fact that CSA has to wait for the documentation to arrive from perhaps the other side of the world extends the time period for insertion into the database. As a consequence ASFA does not input new records into the database with the same speed as AGRIS, a concept known as "promptness of announcement". Promptness of announcement is a method developed whereby a database is evaluated for its speed in inputting records in the same year that they have been published.

3. Electronic evaluation of ASFA

In this third part of the evaluation, approximately twenty hours were spent on the Internet accessing interactive catalogues of institutes / organisations / university faculties etc to see what holdings they had in their respective libraries. Specialised subject gophers were accessed and different search engines wer e used to capture as many internet sites possible. Due to the large amount of documentation present on the Internet it was decided to concentrate only on journal/series titles. The objective was to compile a list of core journals/series titles that reflected the library holdings of these specialised /educational bodies; and compare this list back to ASFA. Efforts were made to cover all geographical regions of the world.

Three areas were chosen that related to the topics in the first part of this study. They were:-

Food Sciences (Quality control of fishery products)

The results above from the three lists of core journals highlight that ASFA is somewhat weak in the the area of food science. It is obvious that titles like Cereal Chemistry or Cereal Foods World would not be of any great interest to ASFA's scope; but titles such as Food Control, Food Microbiology or Food Quality & Preference could be important in the coverage of literature concerning post harvest technology which is certainly an area that ASFA covers.

ASFA on the other hand has proven to be very strong in it's coverage of the atmospheric sciences and the environmental sciences titles.

Conclusion and Recommendations

Bibliographic Searching

In this part of the evaluation, twenty nine bibliographic searches were carried out on various databases, with the objectives of 1) monitoring the coverage of ASFA - geographically, linguistically and subject wise;

2) identifying any new titles that have a "fisheries" element but have been missed by the ASFIS monitoring list.

· ASFA has a good coverage of mainstream scientific and technical periodicals. The results showed that the majority of these titles come from the USA , the UK, other European countries and partly from Asia; all regions where ASFA has prinicipal input centers, therefore ASFA's geographical coverage in this part of the study proved strong.

With regard to language coverage, the searches highlighted the prominence of the English language in scientific and technical literature. The majority of the titles cited come from the US or the UK. However as European literature was also prominent in the results, apart from English ASFA has a good coverage of other languages such as French, German, Spanish and Italian.

· Fourteen journal titles were highlighted for possible future inclusion in the ASFIS monitoring list. They are:- Oleagineaux, Corps, Gras Lipides (France); European Journal of Clinical Nutrition (UK); Lipid Technology (UK). Atti Societa Italiana Scienze Veterinaria (Italy); Italian Journal of Food Science (Italy); and FoodReview (USA); Reservoir Fisheries (China); Journal of Aquaculture (China); Norsk Veterinaetidsskrift (Norway); China-Fisheries (China); International Comparative Law Quarterly (UK); Tulane Environment Law Journal (USA); Georgetown International Environmental Law Review (USA); and Colorado Journal of International Environmental Law Policy (USA). The above journals all showed a strong fisheries interest. All published numerous articles in the time period examined that pertained to the fisheries/aquatic sciences.

· The searches did highlight areas of weaknesses in subject scope. An important factor that ASFA needs to address is how to tackle these weaknesses. ASFA needs to decide whether to improve the area where the weakness lies or possibly exclude that area of the fisheries/aquatic sciences from its subject scope.

· An area that ASFA will need to consider in the near future - Electronic journals - are they to be monitored? If so, how is it to be done?

Comparison AGRIS-ASFA re: grey literature and analytics.

To evaluate the extent of grey literature that is present in ASFA, it was decided to compare ASFA to AGRIS. This was done by taking the results of the second part of the search results - B) Other of all the AGRIS searches; each reference was then checked individually in ASFA to see if it also occurred there.

· In contrast to the first part of this evaluation, ASFA here does not perform well. The first part of the study essentially looked at documentation that is available through commercial channels, yet this second part concentrated on the documentation that is not so readily available. In this comparison with AGRIS, ASFA's best result is with the search on Fishery management in Africa with 69.94% and its worst result with 14.28% with the search Detection and control of fish diseases. Of the eight searches carried out five of them have coverages of under 50%. In examining the results in a more closer manner, (Appendix 1) it was found that even the countries where ASFA has an input center did not perform well in their coverage of grey literature.

· To improve its result in this area ASFA needs to consider the following points 1) it needs to seek further partners (a policy that is already in action); 2) it should consider strategies to decentralise the existing structure as much as possible so that all regions of the world are covered more effectively and the time span required will be shorten in the collecting, preparing and insertion of documents into the database. 3) it needs to improve its service with regard to analytics. Without analytics a database cannot be considered comprehensive.

Electronic evaluation

Interactive catalogues were accessed on the Internet and a list was compiled of primary journal and series titles that reflected the holdings of these electronic libraries.

ASFA in this third part of the evaluation proved to be very strong in its coverage of what are considered primary journals/series in their respective fields. The results were as follows:-

Atmospheric Sciences: of the 31 titles cited, ASFA does not monitor 1 title.

Environmental Sciences: of the 64 titles cited, ASFA does not monitor 1 title.

Food Sciences: of the 62 titles cited, ASFA does not monitor 15 titles. Yet it is important to note that of the 15 titles that ASFA does not monitor there are approximately 7 titles that are not related in any way to the fisheries/aquatics science.

The results above reinforce what was highlighted in the first part of the evaluation, ASFA is strong in its coverage of mainstream journal/series titles.

In carrying out these three different ways of evaluating ASFA, a clearer picture of where ASFA stands today has been presented. ASFA needs to concentrate on improving the content of grey literature and analytics in its database, it needs to implement strategies to bring this improvement about. It also needs to carry out bibliographic searches on a regular basis so that weaknesses in specific areas can be identified quickly and dealt with accordingly. In deciding whether to keep, exclude or refine a subject area in a database like ASFA should be a dynamic and on-going process that results in a database that proves to be effective in capturing documentation.
