Wholesale markets have public areas (i.e. sales halls and areas, public toilets) and private areas managed by individual food businesses. The public areas are generally operated by the wholesale market management and are open to traders. The wholesale market management responsibilities may include the following:
- offering premises– basically buildings and or land
- maintenance of premises
- responsibility for equipment
- temperature control
- cleaning of “public” areas
- ventilation, including air conditioning, cooling refrigeration, heating, etc.
- lighting of public areas either inside or outside buildings
- supplying basic services, such as electricity, gas, hot and cold water, drainage, and sewerage
- personal hygiene, including toilets, wash basins, showers, cloakroom facilities, when they are within public areas
- waste disposal, collection, and removal
- pest control
- training of market staff and operators in good handling practices

Wholesale fish markets are generally located at strategic points where the fish and fishery products arrive and distributed to different parts of the country. The trading is mainly between agents /intermediaries and also packing and repacking of fish take place in these markets. Most of the wholesale markets in the country at present are in an unorganized way, without adequate facilities for fish handling and storage. For improving the wholesale markets, there needs to be adequate parking space for the vehicles, loading and unloading facilities including equipment. A well-developed transportation system is an essential component of wholesale marketing. Development of well-constructed roads that are accessible to other retail and landing centres and interior markets should be established to facilitate easy transportation. Large scale storage facilities, cold storage, provision for ice, water, communication facilities and waste management system, etc. are to be established. Hygiene and sanitation as per prescribed standards should also be enforced.

Wholesale market management should develop a business plan and an annual work plan with a cost estimate. The cost estimate will form the basis for the annual budget which needs the approval of the Board of Directors. The annual income that will be generated by the market should be adequate to cover the annual cost estimate for operational costs and provide funds (reservations) for long-term maintenance, capital costs and reserves for staff benefits and other future expenses. There will be three main sources of income:
- rental fees
- market entrance and parking fees
- fees for different value adding services
