Expert group meeting on agricultural cost of production statistics

The aim of this three-day workshop is to discuss and finalize the Handbook on Agricultural Cost of Production Statistics, a set of international statistical guidelines, sponsored by the Global Strategy to Improve Agricultural and Rural Statistics, with an aim to publish a final version of the Handbook by March 2015. 

The CoP Handbook is being developed as a request from many member countries throughout the developed world, as expressed during FAO Statistical Commission meetings from 2011 to 2014 in Africa, Asia and the Pacific, and Latin America and the Caribbean. This Handbook will be the first set of international guidelines that help countries in developing a CoP Statistical program.

This COP Expert Group Meeting in Rome will bring together national officials from three countries – Colombia, Tunisia and the Philippines - that have field tested its draft recommendations, along with a panel of international experts from around the world that have developed, implemented and/or led CoP statistical programs in their home countries.  

Field testing
The three countries selected for field tests come from each of the three key developing regions of the world, though they vary according to the current state of their CoP programme, the agricultural products covered, and the lead institution(s). The field tests will both inform revisions to the Handbook, and be compiled into a compendium to serve as a how-to document for countries interested in implementing or improving CoP statistics programmes:

• The Philippines has a well advanced and ongoing CoP statistical programme used by the government to compile the Philippines National Accounts to inform agricultural policies including input subsidies and food prices, and by the private sector to establish insurance premiums. Implemented by the Philippine Statistical Authority (PSA), it covers about thirty agricultural products, including paddy rice, maize, onions, garlic, tilapia, seaweed, papaya, cassava and coffee.

• Colombia’s CoP statistical programme includes a component implemented by the Coffee Producers Association and a component under development by their Ministry of Agriculture and the Departamento Administrativo Nacional de Estadística (DANE), the Colombian national statistics office, which will cover rice and cereals. The field test focuses on coffee and how the private sector uses CoP statistics.

• Tunisia is exploring the development of a CoP statistical programme, to be lead by their Ministry of Agriculture and their National Statistics Office. During the field test, national officials identified cereals, milk and olives as their key products, and developed and feasibility tested questionnaires on these products.
