Designing public programmes to promote investment of family remittances in the development of small and medium agribusiness: the experience of the PARE 1+1 Programme in Moldova
The Food and Agriculture Organization of the United Nations, in partnership with the National Platform of Women from Moldova, has the great pleasure to invite you to the policy webinar “Designing Public Programs to Promote Investment of Family Remittances in the Development of Small and Medium Agribusiness: The Experience of PARE 1+1 Program in Moldova”.
In recent decades, a substantial increase in the number of international migrants worldwide has been observed. At the core of this phenomenon are two potential sources of benefits: the vast flow of remittances migrants sends back to their communities of origin, and the money and skills brought back by returnees. As the world economy recovers and people's movement across borders resume in the post-pandemic era, large inflows of remittances to rural areas are expected. Importantly, the vast number of resources flowing into the countries of origin in the form of remittances could be channelled into investments in agribusinesses, helping boost productivity, commercialization, nutrition, and generation of sustainable employment in agri-food systems. The key to mobilizing remittances for agricultural development is thus to provide remittance-receiving households with favourable financing mechanisms – such as matching grant schemes – as well as with production, business know-how, financial and marketing knowledge.
The Republic of Moldova has substantial experience in implementing a unique National Program for Attracting Remittances in the Economy - "PARE 1+1. The purpose of the programme is to mobilize the human and financial resources of persons who have voluntarily left the country to work abroad in the sustainable economic development of the Republic of Moldova. Within the programme, entrepreneurs can benefit from a grant of up to 250 000 MDL (approximately USD 13 100) based on the 1+1 rule, which stipulates that each MDL invested in remittances will be supplemented with one MDL within the programme. During the 10 years of implementation, at least 1750 enterprises, most of them from rural areas, received grant funding with a total amount exceeding USD 20 million.
This policy webinar aims to present and share the lessons learned and impact generated over a decade of experience in implementing the PARE 1+1 Program in Moldova. Thus, the agenda of the event is designed flexibly and the short panel presentation will be followed by an interactive Q&A session to ensure an engaging, relevant and informative session to the participants interested in replicating the programme’s model in their country.
