The International Centre for Integrated Mountain Development (ICIMOD) is working with its regional member countries (RMCs) to support them in their Reducing Emissions from Deforestation and Degradation (REDD+) readiness phase. The focus of REDD+ collaboration is capacity development and technical assistance through the implementation of the South-South learning platform in the region. As part of the South-South learning cooperation platform, GIZ delivered a workshop in 2017 which aimed to build on the broader Global Forest Observations Initiative (GFOI) "train the trainer" workshop series by conducting an in-depth, hands-on development session for regional experts through REDDcompass. The aim of the workshop is to introduce the REDDcompass measurement, reporting and verification (MRV) checklist to develop a priority work plan and a training programme on REDD+ for ICIMOD RMCs. This directly contributes to enhancing their capacity on MRV.

Operational smartphone application using satellite data to produce near-real-time forest cover change mapping in order to address the practical challenges of forest monitoring and management. The mobile app allow users to access a near-real-time, detailed information about forest-cover change for their local area of interest. This helps countries in its Reducing Emissions from Deforestation and Degradation (REDD+) readiness strategy and demonstrate to the United Nations Environment Programme (UNEP) and the international community not only the effort the country is currently undertaking but also the value of satellite-enabled forest monitoring and its application via mobile app development, giving confidence to investors such as national governments (United Kingdom, Norway), Green Climate Fund, World Bank or the private sector in supporting Kenya and its REDD+ readiness strategy.

Forests 2020 is a 40-month project from a consortium of United Kingdom experts and international partners led by Ecometrica, which aims to address the technical barriers to improve forest-monitoring systems in six developing countries to support REDD+ (Reducing Emissions from Deforestation and Degradation), FLEGT (Forest Law Enforcement, Governance and Trade) and other aspects of forest governance and biodiversity conservation. The project focuses on three areas of forest monitoring systems:• Improved detection of forest changes, particularly in challenging ecosystems and land- use situations.• Improved mapping of risks and priority areas, particularly ways in which local organizations and district or state-level forest authorities can input and interact with the forest maps and forest change detection.• Digital infrastructure for managing and distributing EO-derived and related information to ensure robustness, consistency, continuity and availability of data products to end users. This project uses Earth Observation (EO) imagery from satellites to improve forest monitoring working with leading experts from the National Centre for Earth Observation in the United Kingdom and with local experts to test new forestry monitoring methods. These new methods will enable our partner countries to use more frequent, better quality data, quicker, improving the national forest monitoring systems.

The primary aim of the System for Land-based Emissions Estimation in Kenya (SLEEK) is to allow the country to accurately estimate and track its carbon emissions in the land sector. This includes forestry, agriculture and other land uses. To do this, it will bring together a wide range of data sources and scientific information – climate data, models of Kenya's plants and crops, information about the carbon content of the soils and maps of land use. The system will also play a key role in providing information to help Kenya respond to a range of other development challenges. This includes guiding Kenya's reforestation effort, helping to reduce emissions from agriculture, and helping the country to benefit from carbon markets. In FY18, SilvaCarbon worked with different stakeholders involved in land management in Cambodia to assess the key data gaps for an improved greenhouse gas inventory. While the information from the forestry sector has been gradually improving under Reducing Emissions from Deforestation and Degradation (REDD+), there is a significant lack of information on agriculture areas and limited technical capacity to map and monitor changes in agricultural landscapes. To start addressing these issues, SilvaCarbon hosted a webinar on working with Sentinel-1 synthetic aperture radar (SAR) data for mapping agricultural crops, providing opportunity to test out the utility of Sentinel-1 products for crop classification. The webinar was a first step that helped to further clarify the needs of the different stakeholders, and it was agreed to continue the collaboration with more detailed training in FY19 for the technical staff from Department of Agricultural Land Management and the General Directorate for Nature Conservation. The training proposed for FY19 will aim to build technical capacity for producing a map of important agricultural crops. This activity will be implemented in close collaboration with SERVIR-Mekong. The SAR manual developed by SERVIR and SilvaCarbon will be used for designing some of the workflow. The key findings and developed products will be shared with Green Invest Asia and the United States Department of Agriculture (USDA) Foreign Agricultural Service for potential application and further work on generating data at commodity level.

Collaborative Research on Priority Silvacarbon Topics

SilvaCarbon has funded eleven research proposals addressing key issues in forest and terrestrial carbon measurement, monitoring, and management. Proposals were selected based on their applicability to the needs of SilvaCarbon country partners and their potential to contribute to capacity-building. These research projects were completed in 2017. The SilvaCarbon Program continues to compile and distribute research findings. In the SilvaCarbon Program "research" refers to analyses that respond directly to the specific technical needs and capacity gaps of SilvaCarbon partner countries, and that may also apply more broadly to other developing countries. In 2018, the SilvaCarbon Program will partner with other technical experts to conduct applied research on key SilvaCarbon topic areas. Some possibilities include monitoring forest restoration, optimizing sample designs and plot considerations for remote sensing, approaches linking forest degradation data definitions with remotely-sensed data, and estimating emissions factors. Collect Earth Online Training

Collect Earth Online brings a desktop application online. It is a user oriented platform for collecting and analyzing earth observation data. Collect Earth Online was developed by the FAO, SilvaCarbon, NASA-SERVIR, and the Spatial Informatics Group in FY17. Now that the platform is fully developed, this year SilvaCarbon efforts will focus on technical assistance, training and outreach. The approach will be developed over the next few months, in consultation with Collect Earth Online partners and country counterparts but could include preparation of materials for regional or national-level trainings and direct technical support. Country-Level Development of Annual Forest Cover Change Maps

In FY17, SilvaCarbon and the University of Maryland (UMD) initiated a collaboration on using the Global Land Analysis and Discovery (GLAD) system for forest-cover change detection in Cambodia, the Lao People's Democratic Republic and Nepal. This was initiated to address countries’ request for technical assistance in support of their ongoing mapping efforts implemented under the Forest Carbon Partnership Facility (FCPF). All three countries are facing similar challenges related to the inconsistent methodologies, time-consuming preprocessing, and dependency on outside experts. In FY17, the Nepal Department of Forest Research and Survey (DFRS), and the International Centre for Integrated Mountain Development (ICIMOD)/SERVIR-HKH completed two training sessions that helped to develop the first annual national tree-cover and change maps for the period 2001-2016. In order to improve the quality of the product and to add additional features, e.g. Light Detection and Ranging (LiDAR) height models, as well as to assess the possibility of using the GLAD system for mapping all six Intergovernmental Panel on Climate Change (IPCC) classes in Nepal. The DFRS requested support from SilvaCarbon to continue the collaboration with UMD in FY18. This is of particular importance as the DFRS is now directly responsible for overseeing the revisions of the measurement, reporting and verification (MRV) components of the Emission Reduction Program Document (ERPD) of the Forest Carbon Partnership Facility (FCPF) Carbon Fund, and they would like to use all GLAD-related products to validate and improve results. In addition, similarly to the Mekong region, the possibility of linking the GLAD work at national level with the anticipated work by SERVIR-HKH on the Hindu Kush Himalaya regional land-cover monitoring system will be explored.(Note: This activity is listed in the FY18 work plan for the SilvaCarbon programme. In FY18, the Cambodian Ministry of Environment and SilvaCarbon initiated a collaboration on working with the Agriculture and Land Use National Greenhouse Gas Inventory Software (ALU tool), which helped to identify some of the critical gaps in forestry and agriculture data, which are now being addressed through several Forest Carbon Partnership Facility (FCPF) and SilvaCarbon activities, in support of Cambodia’s biennial update report (BUR) and third national communication (NC). To further build the capacity of the Ministry of the Environment and other line ministries, SilvaCarbon will continue working with the ALU tool in FY19, with a stronger focus on analysis of mitigation scenarios and key components. The support will be delivered through direct technical assistance for selected departments. Findings, results and any identified issues will be shared with FCPF and Capacity Building Initiative for Transparency (CBIT) initiatives, as well as the United States Department of Agriculture (USDA) Foreign Agricultural Service in order to identify additional venues for addressing some of the priority data gaps from the agriculture sector.

Cambodia is starting the preparations for its Third National Communication to the UNFCCC utilizing National GHG Inventories for the years 2005 and 2010, and the Biannual Report Update for the year 2015. To support this process, SilvaCarbon will facilitate trainings and targeted technical assistance to implement the Agriculture and Land Use National Greenhouse Gas Inventory Software (ALU tool). Primary targets for the capacity building are the Department of Climate Change (which is responsible for preparing and submitting the National GHG Inventory), and the General Directorate for Nature Conservation and Protection (GDANCP), which is responsible for generating the LULUCF data). Other Departments will be invited as opportunities arise. It is expected that this activity will be implemented as a long-term support to MOE and its partners and will support the Government of Cambodia with analysis of data gaps, mitigation scenarios, and ultimately improving the quality of the land-use data for reporting and for management purposes. Collaboration on this activity is envisioned with FAO, under the Capacity Building Initiative for Transparency (CBIT) in Cambodia, and with UNDP for informing the second phase of the FCPF activities. The Food and Agriculture Organization of the United Nations (FAO) is supporting the Government of Cambodia in building their measurement, reporting and verification (MRV) and monitoring capacities by applying international standards that meet the United Nations Framework Convention on Climate Change (UNFCCC) requirements for Reducing Emissions from Deforestation and Degradation (REDD+) through capacity-building, and supporting the establishment of a NFMS and forest reference level (FRL). The specific aim of this project is to support the implementation of Component 4 of the Forest Carbon Partnership Facility (FCPF) project whose main outcome is "Designing a monitoring system for REDD+ with capacity for implementation". The project will provide assistance to the government agencies to collect and collate the necessary data on land-use representation and emissions factor and to establish the national forest monitoring system (NFMS).

The SilvaCarbon Program will convene an Expert Consultative Workshop on Monitoring Forest Landscape Restoration in support of international, national, and subnational FLR activities. The workshop will explore processes and technologies for developing integrated FLR monitoring systems, as part of broader, existing, forest and landscape monitoring systems. Emphasis will be on monitoring at larger, landscape or national scales. This workshop supports efforts to facilitate national monitoring of Bonn Challenge commitments and the priority actions identified in the collaborative roadmap for monitoring forest landscape restoration that came out of the Drylands and Forest Landscape Restoration Monitoring Week in Rome, in April 2016. This workshop will bring together forest and restoration monitoring communities, including REDD+ monitoring researchers, international cooperation agencies collaborating on forest monitoring, and national practitioners. Follow-up Webinar on Open Source Change Detection

During the regional SilvaCarbon training on change detection conducted at the end of March, participants from South and Southeast Asia identified two priority topics for further capacity-building support: the mapping of agricultural crops, and working with radar data. While both of these topics will require hands-on training, SilvaCarbon and the United States Forest Service (USFS) Geospatial Technology and Applications Center (GTAC) began the process by sharing some promising approaches in the form of video demonstrations and exercises. Those materials are available here. On 3 July a video conference with GTAC trainers was held to review the materials and discuss practical applications in the context of Cambodia. Building on the key findings and recommendations from the Global SilvaCarbon programme’s technical workshop on monitoring forest restoration (December 2017), the Asia Regional SilvaCarbon programme will conduct a one-week, hands-on training for a mix of remote-sensing and geographic information systems (GIS) specialists from forestry agencies from the Mekong region. The training will be organized in collaboration with the Food and Agriculture Organization of the United Nations (FAO) and SERVIR-Mekong, and the Center for People and Forests (RECOFTC). Countries planned to be involved in the training are Cambodia, the Lao People's Democratic Republic, Myanmar (funded by FAO), Thailand (funded by RECOFTC), and Viet Nam. The training will help partner agencies to address their mandates for planning and monitoring large-scale restoration efforts, by sharing tools and methods for long-term monitoring, e.g. time series, spatial modelling. In addition to demonstrating some practical remote sensing tools, the training will dedicate time for discussing framework and key elements and for identifying country-level activities. Depending on interest and enabling conditions, SilvaCarbon could work with one or two countries on tailoring some for the presented tools to meet their specific needs, through direct technical assistance or small group trainings that will be delivered later in FY19.

SilvaCarbon will maintain its ongoing efforts to facilitate connections between developing countries and the GFOI SDCG with the objective of further linking the users of Earth observation data with planners. The Global Program will continue to sponsor representatives of developing countries to attend SDCG meetings to discuss their data acquisition plans for their NFMS (16 countries have been sponsored to date). It will also continue to support countries' acquisition of commercial data through combined proposals to data providers, such as a past proposal granted to CEOS, NASA, and Colombia to use the TanDEM X satellite in ten deforestation "hot spots." USGS, based on agreement with the European Space Agency (ESA), will archive, process and deliver Landsat data, by Sentinel 1 and 2 data as well. In addition, SilvaCarbon will continue funding the development of tools produced by CEOS, such as the CEOS Visualization Environment (COVE) tool, which allows users to search satellite missions and generate reports of all available space data for forest monitoring. Finally, SilvaCarbon will support the provision of analysis-ready data to country partners who express need for this data. In FY17, SilvaCarbon and the University of Maryland (UMD) initiated collaboration on using the Global Land Analysis and Discovery (GLAD) system for forest-cover change detection in Cambodia, the Lao People's Democratic Republic and Nepal. In Cambodia, the General Department of Administration for Nature Conservation and Protection (GDANCP) has been integrating the GLAD system in its forest-cover mapping for generating annual estimates of change with improved accuracy. GDANCP received one training at UMD in 2018, and to complete the process, in FY19, UMD will deliver one in-country training for Cambodia for tailoring some of the outputs and ensure that GDANCP is able to independently manage the workflow. SERVIR-Mekong will be involved in the training to ensure links with the regional land-cover monitoring system (RLCMS).

Boston University (BU) has developed a degradation algorithm that works within the Google Earth Engine (GEE) platform. The algorithm has been tested extensively in the Mekong region for detecting forest degradation through research funded by the National Aeronautics and Space Administration (NASA) and will complement ongoing work with the Food and Agriculture Organization of the United Nations (FAO) System for Earth Observations, Data Access, Processing and Analysis for Land Monitoring (SEPAL) and the European Commission-Joint Research Centre that Mekong countries have been involved with in the past two years. To ensure that participants can understand and use the BU degradation algorithm,  a training session on GEE will first be delivered in Cambodia and the Lao People's Democratic Republic and then a regional workshop will be held (Cambodia, Lao People's Democratic Republic, Viet Nam and potentially Nepal) to test the degradation methodology and start mapping degradation as a Reducing Emissions from Deforestation and Degradation (REDD+) activity for reporting.

The SilvaCarbon Asia Regional programme and Cambodian General Directorate of Nature Conservation and Protection (GDNCP) organized a five-day training session on forest-cover change detection using open source tools. The training was organized in collaboration with SERVIR-Mekong and Cambodia's Wildlife Conservation Society and was attended by 22 remote-sensing officers representing the Ministry of Environment, Department of Agricultural Land Management, Royal University of Phnom Penh, and Royal University of Agriculture. The United States Forest Service (USFS) Geospatial Technology Application Center delivered the training, which was based on an earlier regional training. GDNCP representatives who participated in the earlier training were co-developers and co-trainers in this workshop and helped ensure that the course met Cambodia's specific needs. Aligning reporting from the agriculture, forestry and other land use (AFOLU) sector under Reducing Emissions from Deforestation and Degradation (REDD+) and the national greenhouse gas inventory is an important prerequisite for accessing results-based payments. Countries in the region, making progress towards harmonizing the different data sets, are faced with a number of technical and institutional challenges. While many of the key decisions related to data alignment are made at national level, countries can benefit from sharing related experience, progress, challenges and resources. This workshop will discuss operational approaches that can help with data alignment, and bring together senior-level decision-makers, paired with experienced technical staff directly involved in measurement, reporting and verification (MRV) processes. The Food and Agriculture Organization of the United Nations (FAO), FCPF, and other partners such as the Japan International Cooperation Agency (JICA) and the German Corporation for International Cooperation (GIZ), will collaborate on the workshop organization and opportunities for follow-up activities at country level.

Regional Training on Forest Landscape Restoration Planning and Monitoring for Meeting National Targets and International Commitments

Forest restoration at the landscape level is a priority for the SilvaCarbon focal countries as indicated in different national strategies. However, landscape-level forest restoration is a very costly investment and it is therefore critical to use the best available knowledge to plan, conduct, and monitor these efforts. During the regional workshop on mangrove monitoring, organized in August 2016 by SilvaCarbon, SERVIR-Mekong, and SWAMP, restoration practitioners from the region identified a critical gap related to long-term monitoring of success (or failure) of restoration projects. This was reiterated as important in several related discussions with country partners and donor initiatives. Building on the key findings and recommendations from the Global SilvaCarbon Program's technical workshop on monitoring forest restoration (December 2017), the Asia Regional SilvaCarbon Program will conduct a one-week, hands-on training for a mix of remote sensing and GIS specialists from forestry agencies from selected countries in South and Southeast Asia. The training will help partner agencies to address their mandates for planning and monitoring large-scale restoration efforts, by sharing tools and methods for long-term monitoring, e.g. time series, spatial modeling, etc. Ministry of Environment, Cambodia expressed strong interest to host the training, as they see it directly contributing to their work for meeting national targets. In particular, they are interested in the increased use of historical data to understand the dynamics of certain priority landscapes, including coastal habitats. The training will be planned in close consultation with senior forestry officials responsible for planning and monitoring forest restoration efforts, and in coordination with FAO and SERVIR-Mekong, and partners like IUCN, and RECOFTC. In FY17, SilvaCarbon and the University of Maryland (UMD) initiated a collaboration on using the Global Land Analysis and Discovery (GLAD) System for forest-cover change detection in Cambodia, the Lao People's Democratic Republic and Nepal. Cambodia and Nepal are already using the GLAD system for developing annual estimates of change.In the Lao People's Democratic Republic, recent discussion with the forest reference emission level (FREL) team (comprised of Department of Forestry staff and Japan International Cooperation Agency technical experts), clarified that for now, instead of transferring the GLAD system, it is better to focus on building technical skills of the Forest Inventory and Planning Division (FIPD) staff for working with open source tools and platforms, and closely collaborate with JICA to ensure uptake on new tools and methods. However, the Lao Department of Forestry expressed interest in learning from other countries on how they applied the GLAD system. In addition, in March 2018, the United States Geological Survey (USGS) convened a global exchange on GLAD system implementation, where countries expressed the need for detailed documentation on GLAD, i.e. workflow steps, key decisions, main outputs and challenges in different countries.  To address these requests, in FY19 SilvaCarbon will allocate time and resources for documenting the process of GLAD implementation in Cambodia and Nepal, and similarly in Viet Nam (through the Viet Nam country programme). To present the key findings from the documentation process, as well as to hear from Bangladesh experience with the GLAD system implementation, in FY19 one regional workshop will be convened in collaboration with SERVIR-Mekong and SERVIR-HKH. This will ensure synergy with the regional land-cover monitoring system (RLCMS) for the Mekong and Hindu Kush Himalaya regions.

Improving the estimates of greenhouse gas (GHG) emissions from forest fires can have significant impacts on the overall estimated GHG-emissions budget from the forestry sector. In September 2018, SilvaCarbon, SERVIR-Mekong, the General Department of Administration for Nature Conservation and Protection (GDANCP), Cambodia, and the Forest Carbon Partnership Facility (FCPF), Cambodia, collaborated on delivering training and developing a workflow for assessing the effects of forest fires. Through discussions with other countries in the region, it was identified that they are facing similar challenges and would like to receive technical support to help estimate the GHG emissions from forest fires. In Nepal, this will be linked to an ongoing effort for intensifying the permanent forest plots across the different regions, while in the Lao People's Democratic Republic this will complement the ongoing efforts for detecting and monitoring shifting cultivation. To deliver the training, adapting the work flow developed for Cambodia and using the features of the rural land contract management certificate (RLCMC) developed by SERVIR is proposed. The regional training will be offered to small groups of technical staff from the Lao People's Democratic Republic and Nepal, with the possibility of inviting a couple of representatives from Cambodia as co-trainers.

Priority will be given to technical requests that demonstrate clear links to broader efforts at national level, such as access to climate funding, and activities that ensure collaboration with other programmes, such as SERVIR-Mekong, SERVIR-HKH, and the Food and Agriculture Organization of the United Nations (FAO). Follow-up technical assistance may take various forms, including "details" or short-term assignments of USG technical experts to work alongside in-country partners to tackle a technical challenge, small group hands-on training sessions, and webinars and backstopping support. In FY17, SilvaCarbon and the University of Maryland (UMD) initiated a collaboration on using the Global Land Analysis and Discovery (GLAD) system for forest-cover change detection in Cambodia, the Lao People's Democratic Republic and Nepal. In the Lao People's Democratic Republic, in FY18 an introductory training was conducted for the Forest Inventory and Planning Division (FIPD) and the National University of Lao. Following the training, series of meetings with the forest reference emission level (FREL)/Reducing Emissions from Deforestation and Degradation (REDD+) team of FIPD and the Japan International Cooperation Agency (JICA) were held to discuss the utility and complementarity of the GLAD system for the current forest-cover mapping efforts in the Lao People's Democratic Republic. Several critical obstacles were identified for successful GLAD implementation, including lack of technical capacity and dependency on outside technical support for most processing and analysis steps. In discussions with FIPD and JICA, SilvaCarbon agreed to focus on collaborating with FIPD, JICA and SERVIR to continue strengthening technical capacity of FIPD to enable them to benefit from systems such as GLAD in the future. Based on discussions in early FY19 and the recommendations from Lao stakeholders and partners, in consultation with the United States Agency for International Development (USAID), the funds for the Lao People's Democratic Republic might be reprogrammed and used for supporting GLAD implementation in Nepal or Viet Nam.
