The FRA secretariat, in collaboration with the Joint Research Center of the European Commission (JRC) and the FAO working group on remote sensing, has developed a worldwide methodology for the FRA 2020 RSS, which is also scalable to national assessments. The scope and the methodological design of the survey were defined on the basis of experiences, in particular from the previous FRA 2010 RSS and taking advantage from technological progress as well as from the increased availability of satellite imagery. OBJECTIVES Provide independent and consistent estimates at global, regional and Global Ecological Zone (GEZ) levels on:• Land use and land cover area in 2018.• Changes in land use area and land cover for the periods 2000-2010, and 2010-2018.• Deforestation drivers.• Develop national capacities in remote sensing.• Build up a global network of FRA RSS experts. IMPLEMENTATION Image analysis is done through visual interpretation using Collect Earth Online software developed under the Open Foris initiative by FAO in collaboration with NASA. More than 35 national and regional workshops will be implemented in 2018-2020 to train about 800 country experts and collect data on 430,000 FRA remote sensing samples. PARTNERS The development and implementation of FRA 2020 RSS strongly relies on partnerships. FRA 2020 RSS counts on financial support from EC and NICFI and technical support from JRC, SLU, NASA, IIASA. Countries are actively engaged in the data collection and image analysis process.

Forests 2020 is a 40-month project from a consortium of United Kingdom experts and international partners led by Ecometrica, which aims to address the technical barriers to improve forest-monitoring systems in six developing countries to support REDD+ (Reducing Emissions from Deforestation and Degradation), FLEGT (Forest Law Enforcement, Governance and Trade) and other aspects of forest governance and biodiversity conservation. The project focuses on three areas of forest monitoring systems:• Improved detection of forest changes, particularly in challenging ecosystems and land- use situations.• Improved mapping of risks and priority areas, particularly ways in which local organizations and district or state-level forest authorities can input and interact with the forest maps and forest change detection.• Digital infrastructure for managing and distributing EO-derived and related information to ensure robustness, consistency, continuity and availability of data products to end users. This project uses Earth Observation (EO) imagery from satellites to improve forest monitoring working with leading experts from the National Centre for Earth Observation in the United Kingdom and with local experts to test new forestry monitoring methods. These new methods will enable our partner countries to use more frequent, better quality data, quicker, improving the national forest monitoring systems

The International Centre for Integrated Mountain Development (ICIMOD) is working with its regional member countries (RMCs) to support them in their Reducing Emissions from Deforestation and Degradation (REDD+) readiness phase. The focus of REDD+ collaboration is capacity development and technical assistance through the implementation of the South-South learning platform in the region. As part of the South-South learning cooperation platform, GIZ delivered a workshop in 2017 which aimed to build on the broader Global Forest Observations Initiative (GFOI) "train the trainer" workshop series by conducting an in-depth, hands-on development session for regional experts through REDDcompass. The aim of the workshop is to introduce the REDDcompass measurement, reporting and verification (MRV) checklist to develop a priority work plan and a training programme on REDD+ for ICIMOD RMCs. This directly contributes to enhancing their capacity on MRV.

LTS International was commissioned to undertake an analysis of the drivers of deforestation and forest degradation in Malawi. Phase 1 focused on collecting and organizing Reducing Emissions from Deforestation and Degradation (REDD+) data and cataloguing it. Themes from the data were then extracted, including a full inventory of drivers, the trends associated with these drivers, and the existence and condition of data relevant to these drivers. Phase 2 then assessed land-use change to identify and categorize proximate and underlying drivers, as well as land-use change and emissions, associated with each driver as part of the national greenhouse gas accounting system.

In 2011, BMU, together with IUCN, launched a new global initiative called the Bonn Challenge, which now acts as a global platform for FLR. Under this initiative, some 74 countries have committed to restoring about 210 million ha of degraded landscapes by 2030. In 2015, the African Union and its member states agreed on the "African Forest Landscape Restoration Initiative"/ AFR100 to restore 100 million ha of degraded land by 2030. Target Goal: Increase the economical, ecological, and climate benefits of appropriately planned large-scale FLR for stakeholders at the national, regional, and local level.In order to achieve significant country-level results from the outset, as well as generate experience and knowledge relevant to the regional level (AFR100 initiative), the program focuses on developing and implementing FLR interventions at the level of selected land areas of each partner country on the ground at different levels (Output I), preparing a significant portion of each country's committed area for large-scale forest landscape restoration (Output II), promoting additional FLR funding (Output III), and increasing the level of ambition for FLR in partner countries through better knowledge management and sharing, including impact monitoring and learning.

Operational smartphone application using satellite data to produce near-real-time forest cover change mapping in order to address the practical challenges of forest monitoring and management. The mobile app allow users to access a near-real-time, detailed information about forest-cover change for their local area of interest. This helps countries in its Reducing Emissions from Deforestation and Degradation (REDD+) readiness strategy and demonstrate to the United Nations Environment Programme (UNEP) and the international community not only the effort the country is currently undertaking but also the value of satellite-enabled forest monitoring and its application via mobile app development, giving confidence to investors such as national governments (United Kingdom, Norway), Green Climate Fund, World Bank or the private sector in supporting Kenya and its REDD+ readiness strategy.

The Peatland Assessment in SE Asia by Satellite (PASSES) project will use the latest satellite measurement techniques to develop a comprehensive peatland monitoring service. PASSES will also demonstrate that wide area, routine, comprehensive monitoring of peatland can now also be cost effective, through exploitation of freely available, continuous observations from Sentinel satellites and exploitation of emerging industrial-hosted processing capabilities. Key to realizing a comprehensive and cost-effective satellite-enabled monitoring solution are the Sentinel satellites (S‑1, S-2 and S-3 are relevant). Dense time series from S-1 provide the input for a novel InSAR technique developed by the University of Nottingham (United Kingdom) that is core to PASSES and enables observation of vertical displacement of peatland; a key indicator of condition since drained and degraded peat subsides whilst recovering peat (in response to re-wetting interventions) swells and rises. The SAR‑enabled vertical displacement observations will be complemented with other SAR and optical-derived measurements. These will include observations of vegetation, hydrology and fire regime. Together these observations will enable a comprehensive characterization of peat condition, which, if observed over time, can inform an enhanced understanding of condition change.

The SERVIR programme has launched a capacity-building initiative in collaboration with SilvaCarbon to support countries in taking advantage of publicly available synthetic aperture radar (SAR) data sets to enhance measurements of forest biomass. SERVIR and SilvaCarbon are delivering regional SAR training courses at SERVIR regional hubs and SERVIR has developed a handbook on the application of SAR for forest and biomass estimation. The training workshops respond to the expressed needs of SERVIR and SilvaCarbon networks in Africa and Asia, and are led by experts from the global SERVIR and SilvaCarbon community. Algorithm Development Workshop: Collaboration with SERVIR on Regional Land Cover Monitoring System for the Himalaya Region

A five-day training organized by SERVIR-HKH and the US Forest Service's Geospatial Technology and Applications Center (GTAC) focused on building the structure of a regional land-cover monitoring system (RLCMS) for the Hindu Kush Himalaya region, developing validation strategies, and outlining the service delivery roadmap. SilvaCarbon funded a representative from Nepal's Department of Forest Research and Survey to join the workshop and participate in the design of the RLCMS. This will help to tailor the system to meet the needs of future users, and increase understanding of its utility for meeting Nepal's land-cover mapping objectives. The Ministry of Forests and Environment, Nepal is planning to develop a comprehensive system for tracking and monitoring the forest cover changes in community forestry areas in support of the implementation of the Forest Sector Strategy to 2050, and to support forestry sector investment. Other partners, including ICIMOD and FECOFUN (Federation of Community Forestry Users Nepal), are also interested in supporting the process.The Forest Research and Training Centre (FRTC) has been assigned with the task to improve the community-based forest monitoring, and is seeking technical support from SilvaCarbon. Based on the discussions so far, SilvaCarbon could envision delivering trainings on integrating field and remote sensing data and using permanent sample plots for long term monitoring.This activity was approved in FY20 but was delayed due to COVID 19 and various restrictions for conducting provincial level activities. Due to the strong interest of FRTC to work on this issue, we are proposing to carry-over the activity in FY22. In addition, FRTC is interested in integrating this work into their ongoing forest ecosystem mapping, particularly focused on mapping areas under small holder tree farms.

Continuing the forest cover change mapping with GLAD System in Nepal

In FY17, SilvaCarbon and the University of Maryland (UMD) initiated a collaboration on using the Global Land Analysis and Discovery (GLAD) system for forest-cover change detection in Cambodia, the Lao People's Democratic Republic and Nepal. This was initiated to address countries' request for technical assistance in support of their ongoing mapping efforts implemented under the Forest Carbon Partnership Facility (FCPF). All three countries are facing similar challenges related to the inconsistent methodologies, time-consuming preprocessing, and dependency on outside experts. In FY17, the Nepal Department of Forest Research and Survey (DFRS), and the International Centre for Integrated Mountain Development (ICIMOD)/SERVIR-HKH completed two training sessions that helped to develop the first annual national tree-cover and change maps for the period 2001-2016. In order to improve the quality of the product and to add additional features, e.g. Light Detection and Ranging (LiDAR) height models, as well as to assess the possibility of using the GLAD system for mapping all six Intergovernmental Panel on Climate Change (IPCC) classes in Nepal. The DFRS requested support from SilvaCarbon to continue the collaboration with UMD in FY18. This is of particular importance as the DFRS is now directly responsible for overseeing the revisions of the measurement, reporting and verification (MRV) components of the Emission Reduction Program Document (ERPD) of the Forest Carbon Partnership Facility (FCPF) Carbon Fund, and they would like to use all GLAD-related products to validate and improve results. In addition, similarly to the Mekong region, the possibility of linking the GLAD work at national level with the anticipated work by SERVIR-HKH on the Hindu Kush Himalaya regional land-cover monitoring system will be explored. USGS and USFS organized a SilvaCarbon workshop for participants from seven countries to share their experiences�implementing the University of Maryland�(UMD) Global Land Discovery and Analysis (GLAD) methodology for mapping forest cover change. Representatives from Cameroon, Colombia, Peru, Guatemala, Nepal, and Vietnam participated, as well as SilvaCarbon experts and partners. The participating countries have been working on methods for forest change analysis with UMD and SilvaCarbon since 2013, and have adopted different approaches�based on their�national requirements. The workshop provided a space for them to exchange�lessons learned, discuss challenges and successes, and strengthen�South-South collaboration and capacity transfer.
