Technical Workshop in Uzbekistan: Adaptation activities under the Enhanced Transparency Framework

Background

Uzbekistan submitted its first Biennial Transparency Report (BTR) on 30 December 2024, in accordance with the Enhanced Transparency Framework (ETF) under the Paris Agreement. The country is advancing efforts to improve transparency in tracking climate action, particularly through the implementation of the GEF-funded Capacity-Building Initiative for Transparency (CBIT) project. Led by Uzhydromet, with FAO as the implementing agency, the project aims to enhance Uzbekistan’s institutional and technical capacities for climate reporting, aligning with Nationally Determined Contributions (NDCs) and the Paris Agreement.

Adaptation is crucial for Uzbekistan, given its vulnerability to increasing temperatures, water scarcity, land degradation, and biodiversity loss. As one of the most climate-affected regions in Central Asia, the country faces challenges in measuring adaptation progress, integrating adaptation indicators into national policies, and mainstreaming adaptation actions across sectors.

This workshop will facilitate discussions on adaptation tracking under the Biennial Transparency Report (BTR), Enhanced Transparency Framework (ETF) and NDCs; and promote institutional coordination and knowledge-sharing.

Objectives

  • Strengthen the understanding of ETF reporting, particularly for the adaptation component in Uzbekistan’s BTR and NDC.
  • Enhance national capacity to track climate risks, adaptation actions and progress using relevant indicators.
  • Foster regional knowledge exchange by sharing adaptation reporting experiences from other countries.
  • Improve institutional coordination among key stakeholders for effective adaptation monitoring.
  • Support Uzbekistan’s preparation for future climate negotiations, including for the UNFCCC COPs.

Audience

Participants will include representatives from the Uzhydromet (Hydrometeorological Service of Uzbekistan); Ministry of Ecology, Environmental Protection, and Climate Change; Ministry of Agriculture;  Ministry of Water Resources; Academy of Sciences; NGOs and research institutions working on adaptation and transparency; International organizations (FAO, UNECE, CAREC, etc.); youth and women’s organizations; and local community representatives. Representatives from several other Central Asian countries will be invited to attend online.
