La entrada en vigor del Acuerdo de la FAO sobre las medidas del Estado rector del puerto destinadas a prevenir, desalentar y eliminar la pesca INDNR, el 5 de junio de 2016, supuso la culminación de los esfuerzos mundiales por combatir esta práctica, al establecer normas mínimas armonizadas sobre las medidas que deben adoptarse en puerto. El Acuerdo abarca la pesca INDNR y las actividades relacionadas, y alcanza ámbitos de la jurisdicción nacional y de fuera de ella. Muchas Organizaciones regionales de ordenación pesquera (OROP) y algunos países se han mostrado activos a la hora de prepararse para la entrada en vigor del Acuerdo, pero ahora es crucial el desarrollo y la adopción de legislaciones nacionales capaces de ponerlo en práctica.

Le présent document offre une législation type pour l'application des mesures du ressort de l’État du port comme convenu par l'Accord relatif aux mesures du ressort de l’État du port visant à prévenir, contrecarrer et éliminer la pêche illicite, non déclarée et non réglementée et par la Résolution 10/11 de la Commission des thons de l’océan Indien. La législation type présente un cadre pour la transposition des dispositions centrales de ces instruments dans la législation nationale, ainsi que des dispositions d’appui qui reflètent les meilleures pratiques et se rapportent à des domaines tels que l’application, la collecte d'informations et de preuves. La législation type est générique et peut être adaptée à des systèmes juridiques, des institutions et des instruments différents. Elle est accompagnée de notes explicatives. La mise au point des mesures du ressort de l’État du port, un cadre pour les procédures nationales et le rôle des organisations régionales de gestion des pêches sont aussi développés.

The meeting, initiated by ICCAT and supported by the Common Oceans ABNJ Tuna Project implemented by FAO and funded by the GEF, brought together scientists from the five t-RFMOs and national experts. The goals of the meeting were to (1) establish a sustained dialogue across t-RFMOs on the issues of EAF and its implementation, (2) understand common challenges in its implementation and (3) identify case specific solutions.

The second Project Steering Committee meeting (PSC) of the ABNJ Deep Seas Project, held in Rome, Italy from 7-9 February 2017. 

The study describes the governance landscape in ABNJ within the Western Indian Ocean and the South East Pacific. It aims to understand what progress has been made towards a collaborative and integrated Cross-sectoral approach to area-based planning in ABNJ, and what potential challenges and opportunities exist when considering such an objective within these regions. The results of this study are designed to contribute to the GEF ABNJ Deep Seas Project, part of which focuses on developing and testing area-based planning methodologies in ABNJ within the Western Indian Ocean and the South East Pacific. The study combined a desk-based review of legal instruments and institutional arrangements with interviews from representatives of global and regional institutions identified through the literature review and in close collaboration with partner organizations from the two regions.
