The Programme will address all dimensions of capacity development (individual, institutional and the enabling environment). To meet the huge demand for capacity development within technical disciplines in fisheries and marine environmental research and management in developing countries, a Technical Training Network composed of universities and other training institutions in partner countries will be set up to provide short- and medium-term courses in a number of disciplines. Building on the existing good practices developed by FAO and other partners, the programme will integrate gender sensitive needs assessment and planning into training and other capacity development activities. Under this outcome, mechanisms for knowledge and information sharing will be facilitated. This is an important and cross-cutting component of the programme, underlying most if not all its planned outcomes and outputs.
