Indonesia launches new regulation on guidelines for zoonoses and emerging infectious diseases (EIDs) control
The Indonesian Coordinating Ministry for Human Development and Cultural Affairs together with the Ministry of Home Affairs, Ministry of Health, Ministry of Agriculture, Ministry of Environment and Forestry, the Australian Embassy, Indonesian Red Cross Society and development partners, including FAO, WHO and USAID, launched the Regulation of the Coordinating Minister for Human Development and Cultural Affairs No.7/2022 concerning Guidelines for the Prevention and Control of Zoonoses and EIDs on 8 March 2023. The regulation serves as the key to cross-sectoral collaboration and coordination at the national and subnational levels to be able to prevent the threat of zoonoses outbreaks and EIDs. It also acts as a primary guideline for subnational government. In response, the Minister of Home Affairs issued a circular letter advising of the development of regional coordination teams and integrated implementation through minimum standard services. FAO Representative in Indonesia and Timor-Leste, Rajendra Aryal, participated in the launching and expressed FAO’s support for implementing this regulation through One Health.

Indonesia launches national roadmap to reduce the rate of  antimicrobial usage in livestock

In collaboration with FAO and the Poultry Veterinarian Association, the Indonesian Ministry of Agriculture launched a roadmap to reduce the use of antimicrobials in livestock by up to 40 percent by 2029 on 4 March 2023. The parties also launched three other publications: (1) Poultry disease manual 2023 edition; (2) General guidelines for the stewardship of antimicrobials in the livestock and animal health sector; and (3) IEC materials on antimicrobial stewardship. It is an elaboration of the 2020-2024 National Action Plan for AMR that supports the government's strategy to increase the participation of all sectors in implementing responsible antimicrobial use practices. The roadmap launched serve as a significant milestone in enhancing AMR control through a multisectoral One Health approach that can be used at all levels.

Technical discussions with the TRANSFORM project 

FAO met with the Transformational Strategies for Farm Output Risk Mitigation (TRANSFORM) project team on 7 March 2023 to share and exchange updates regarding ongoing activities   on AMR. TRANSFORM is a five-year project funded by USAID with a private sector consortium led by Cargill including Ausvet, Heifer International and the International Poultry Council (IPC). The project started in 2021, intending to strengthen animal-sourced food systems to prevent AMR, zoonoses and transboundary animal diseases in India, Indonesia, Kenya and Viet Nam.

FAO technically supported and participated in three AMR seminars at the VIV Asia 2023 from 8 to 10 March 2023. VIV Asia is the biggest and most complete feed-to-food event in Asia, dedicated to the world of livestock production, animal husbandry and all related sectors. During the seminars, FAO served as technical resources, presenting on innovations, AMR and transboundary animal diseases prevention and control. In addition, FAO was invited to deliver a technical presentation at the International Poultry Council (IPC) seminar on TRANSFORM: Private-Public Collaboration to address antimicrobial resistance.

FAVA strategy to tackle AMR 2021-2025

On the sidelines of the VIV Asia 2023, the Federation of Asian Veterinary Associations (FAVA) organized a presentation of the FAVA strategy to tackle AMR 2021-2025 to its stakeholders. This strategy was one of the outputs of the 2022 collaboration between FAVA and FAO, in which FAO was heavily involved in the conceptualization and development process. The strategy is well-aligned with the FAO Action Plan 2021-2025 and underscores the roles and potential contributions of veterinarians to the five pillars of AMR work, including those on (1) AMR awareness and engagement; (2) AMR surveillance and research; (3) good practices; (4) responsible use; and, (5) governance and sustainability.

Avian influenza (AI) H7N9 surveillance at border provinces

With support from FAO and USAID, the Viet Nam Department of Animal Health (DAH) has been conducting active surveillance programs for AI H7N9 using a rapid Penside PCR assay at live bird markets in border provinces since 2017. Although illegal border crossings of live poultry into Viet Nam significantly reduced due to COVID-19, the risk of AI H7N9 introduction may increase following the recent ease of border restrictions. In February 2023, a mission team consisting of DAH, FAO and USAID visited Quang Ninh, Lang Son and Cao Bang provinces to review the surveillance results, assess regional preparedness for AI H7N9, and discuss further strengthening Viet Nam preparedness and response to the possible incursion of new AI subtype. In addition, active surveillance for AI H7N9 using the Penside PCR will be continued as it reduces detection time and can facilitate traceback and timely intervention.

Workshop on animal health threats preparedness
In response to avian influenza A (H5N1) cases in humans in Cambodia, the Ministry of Agriculture and Rural Development, in collaboration with FAO, organized a national animal diseases prevention and control workshop on 10 March 2023. Funded by USAID, the workshop brought over 200 participants from national and provincial authorities and private sectors to raise awareness and advocate for local authorities to strengthen the prevention and control of animal diseases and zoonoses, and to introduce regulations on disease-free establishment and zoning (Circular24/2022/TT-BNNPTNT, 12 December 2022).

Kick-off for the lumpy skin disease course
Lumpy skin disease (LSD) has caused significant economic losses for farmers in Indonesia. With the recent development of LSD in 2022, FAO, with funding from USAID Bureau for Humanitarian Assistance (BHA), has supported the trainings for community vaccination officers, vaccination logistics, community education and campaigns, as well as expert consultation and multisectoral policy advocacy. As part of this ongoing support, the FAO Virtual Learning Centre for Asia and the Pacific (VLC RAP), together with FAO Indonesia, the Indonesian Ministry of Agriculture, the European Commission for the Control of Foot-and-Mouth Disease (EuFMD), the Emergency Management Centre (EMC) and the Emergency Prevention System for Animal Health (EMPRES), launched the LSD course for over 500 Indonesian animal health officers and veterinarians on 8 March 2023. The one-month course aims to increase their capacity to be able to intensify the education activity for farmers on LSD detection, prevention and control.

Biosecurity training for farmers
In March 2023, the Viet Nam National Agriculture Extension Center and FAO organized four-day training courses for farmers in Ha Nam and Thai Nguyen provinces with funding from USAID. Following the training, the trainees will develop model pig farms with enhanced biosecurity and good management practices toward reducing disease risks and antimicrobial use.

Animal health laboratory coordination meeting
On 9 March 2023, the General Directorate of Animal Health and Production (GDAHP), in collaboration with FAO, organized a coordination meeting on the animal health laboratory network, gathering 42 participants who are the heads of public, non-governmental organizations and university laboratories. Funded by USAID, the meeting offered an excellent opportunity to exchange information on their current and future activities with animal health laboratories. This will lay a path for future collaboration and the possibility of setting up a nationwide network of animal health laboratories, leading to better and earlier animal disease prevention, detection and control.

Initial meeting to brainstorm ASF project
Key personnel from the Department of Livestock and Development of Thailand met in-person with FAO on 10 March 2023 to brainstorm on potential activities for implementation under the ASF risk mitigation and recovery project for smallholder pig farmers. Funded by USAID’s Bureau of Humanitarian Assistance (BHA), the project aims to develop an approach to support smallholder pig farmers and their communities in ASF control and rehabilitation.
