Institutional strengthening in the provinces: one of the main investments to improve the management, control, and monitoring of native forests has been completed
The implementation of one of the most important initiatives in institutional strengthening for forest management has been completed: a USD 3,500,000 investment aimed at improving the technical and operational capacities of the country's 23 provincial jurisdictions responsible for implementing Law No. 26,331 on Minimum Budgets for Environmental Protection of Native Forests.
The PPR Project is jointly led by the National Undersecretariat of Environment, with technical support from the Food and Agriculture Organization of the United Nations (FAO) and has USD 82,000,000 in funding from the Green Climate Fund (GCF).
Among its strategic components, provincial institutional strengthening aims to provide provincial forest directorates, or their equivalent agencies, with better tools to ensure compliance with regulations, monitor sustainable forest management processes, authorize interventions, and carry out oversight tasks in the territory.
The investment included the acquisition of 41 vans for field work by technical and control teams; 15 booths for forest and road control posts, essential for improving oversight of the transit of native forest products and verifying compliance with transport guidelines; 172 notebooks for administrative, follow-up, and monitoring work; and 30 drones to increase the effectiveness and safety of territorial inspections.
Also, 38 complete forest measurement kits were incorporated, including instruments such as GPS, forest calipers, clinometers, measuring tapes, diameter tapes, and compasses, essential for the planning and technical evaluation of interventions in native forests.
Furthermore, 15 additional vans were incorporated for a total value of USD 869,505, along with 9 new drones and forest measurement kits, for a total value of USD 25,560, specifically intended to strengthen the national government's capacity in forestry extension. These resources will be used by the Regional Forestry Extension Units to provide technical assistance and support to local communities, small producers, and organizations working in the region.
In this way, investments allocated to the provinces and the national government strengthen the capacities of the Local Enforcement Authorities (ALA) of the Forest Law and support the actions of the National Forestry Extension Program.
This line of work is complemented by the continuous improvement of the National Native Forest Monitoring System, which has the capacity to detect deforestation and fires early, and the Safeguards Information System (SIS-AR), which guarantees compliance with social, environmental, and human rights standards throughout the country.
This comprehensive effort aims to improve provincial public management in forestry matters, increasing institutional presence in the territory, and providing concrete tools to address the challenges posed by sustainable forest management.
