国際連合食糧農業機関（FAO）と日本政府は2月5日、外務省において第8回日・FAO年次戦略協議を開催しました。本協議では、長年にわたる協力関係の進捗状況を確認するとともに、世界の食料安全保障上の課題に対応するための今後の優先協力分野について、意見交換を行いました。 

日本を代表して、外務省からは島田謙治経済局資源安全保障室長、農林水産省からは窪田修国際食料情報特別分析官および植竹哲也輸出・国際局参事官・国際戦略グループ長が出席しました。またFAOからは、マウリツィオ・マルティーナ事務局次長が代表として出席しました。

参加者は、日本とFAOとの協力関係の現状を確認するとともに、ますます複雑化する国際情勢下で、今後の連携を一層強化するための方策について協議しました。マルティーナFAO事務局次長は、「私たちは、食料の適正なコストを踏まえつつ、農業・食料システムを包摂的で強靭かつ効率的、そして持続可能なものへと変革しなければなりません。食料安全保障から気候変動に至るまで、地球規模の課題に立ち向かうには、真の多国間主義、変革をもたらす協力関係、そして協調的な行動が不可欠です」と述べました。

本会合では、日本政府からの支援や、民間セクターの関与を含む現行のパートナーシップの取り組みなど、今後の連携における優先分野について協議しました。また両者は、気候変動、生物多様性、漁業・養殖業、市場・貿易政策などの技術的分野に関し、専門家レベルの会合を別途開催することで合意しました。

FAOは、日本の長年にわたる支援および主要パートナーとしての役割に対し謝意を表し、日本は、FAOおよび国連に対し今後も支援を続けることを再確認しました。両者は、引き続き緊密に連携し、一層協力していくことを確認しました。

Japan–FAO Strategic Consultation reaffirms partnership on food security

On 5 February, The Food and Agriculture Organization of the United Nations (FAO) and the Government of Japan held the Eighth Japan-FAO Annual Strategic Consultation at the Ministry of Foreign Affairs of Japan, to review progress in their long-standing partnership and exchange views on priorities for future cooperation in addressing global food security challenges. 

The Japanese delegation was led by Kenji Shimada, Director, Resource Security Division, Economic Affairs Bureau, Ministry of Foreign Affairs, and Osamu Kubota, Deputy Assistant Minister and Tetsuya Uetake, Director Multilateral Affairs/Agro-Environmental issues, Export and International Affairs Bureau, Ministry of Agriculture, Forestry and Fisheries. FAO was represented by Maurizio Martina, Deputy Director-General. 

Participants reviewed ongoing Japan-FAO partnership and discussed ways to further strengthen cooperation in an increasingly complex global context. “We must transform agrifood systems to be inclusive, resilient, efficient and sustainable addressing true cost of food. Global challenges —from food security to climate change— require genuine multilateralism, transformative partnerships and coordinated action.” said FAO Deputy Director-General Martina. 

Discussions covered priority areas for continued collaboration, such as an overview of contributions from the Government of Japan and ongoing partnership initiatives including private sector engagement. Both sides agreed to organize separate technical dialogues —such as on climate change, biodiversity, fisheries and aquaculture, and market and trade policy—through an expert level meeting on a different date.

FAO expressed its appreciation for Japan’s longstanding support and its role as a key partner, while Japan reaffirmed its continued support for FAO and the United Nations. The two sides agreed to remain closely engaged and continue strengthening their partnership.
