Morogoro, 10-11 August 2023

In collaboration with the EAF-Nansen Programme, the Development Law Service held a workshop with national stakeholders to launch the process of review of the Tanzania Fisheries Policy and Fisheries Act of Mainland Tanzania.

National stakeholders included representatives from the Ministry of Livestock and Fisheries (MLF); ministries in charge of water; legal and constitutional affairs; natural resources and tourism; the Prime Minister’s Office; Ministry of Blue Economy of Zanzibar; President Office Regional Administration and Local Government; Vice-president Office Environment; non-governmental organizations; local communities; research and academic institutions, and the private sector. LEGN presented its analysis on how on how to make the legal instruments more reflective of the ecosystem approach to fisheries (EAF) and stressed the importance of including  the precautionary principle; periodic review of managed aquatic ecosystems and fisheries conflict management processes; ensuring sufficient time for collection of comments from stakeholders in decision-making processes; fisheries management controls and measures; and conservation measures for reducing pollution to marine ecosystems.

LEGN also contributed to the development of two roadmaps for further activities related to this legislative and policy review.

LEGN, with contributions from the MLF, will soon publish the second edition of the EAF Legal Report, which assesses the alignment of the United Republic of Tanzania’s policy and legal instruments with the EAF.
