DescriptionInstructed branches of the State Bank of Vietnam in the Mekong Delta, as well as commercial banks, to facilitate capital and expedite loan disbursements to entities purchasing, storing or exporting rice from the 2019 winter-spring harvest. In order to further assist rice purchases at harvest time, state-owned commercial banks would also lower annual interest rates of short-term loans to 6 percent.
