NotesThe Norwegian Parliament requested the country’s Government to formulate a comprehensive proposal for measures to exclude from the market biofuels whose production entails high deforestation risk, effective 1 January 2020. With regard to palm oil, Parliamentarians have linked indirect land use effects arising from palm oil production to deforestation. Reportedly, in 2017, close to half of all biofuels consumed in the country were based on palm oil. The country’s current biofuel policy includes blending mandates for transport fuel (set at 20 percent in 2020) and a road tax exemption for biofuel supplied above mandated volumes. On a related subject, the Norwegian Government has announced that, from 2020, airlines operating in the country will be required to use fuel blends containing 0.5 percent of waste/residue-based biofuels.
