Main approaches and methodologies in monitoring Adaptation to Climate Change in the Andes

In recent years, many resources and efforts have been invested in the development and implementation of climate change adaptation measures. However, the monitoring and evaluation of the impact of interventions to reduce the vulnerability of socio-ecosystems is still in the process of consolidation, especially in the case of the Andes (Llambí and Garcés 2020). Currently, the Andes Adaptation to the Impacts of Climate Change on the Water Resources Project (AICCA) is developing monitoring and evaluation systems for climate change adaptation measures that are being implemented to promote water security in the subsectors of water and sanitation, highland agriculture, minor irrigation, and hydropower, each subsector in its intervention areas. Such systems are, in most cases, pioneering pilot systems that contribute to national adaptation goals and are based on the conceptual and methodological framework proposed in the Fifth Assessment Report of the Intergovernmental Panel on Climate Change (IPCC, AR5).

In this context, the AICCA Project and the Adaptation at Altitude Program (A@A), both coordinated by CONDESAN, have joined efforts to expand regional knowledge about the different tools, methodologies and approaches used to monitor and evaluate the effectiveness and impact of climate change adaptation measures, through a study that aims to respond to these 2 questions: 1) What are the main approaches to monitoring and evaluating adaptation to climate change that have been proposed at a global level?, and 2) To what extent are these approaches being applied in the national and subnational policies of the Andean countries and in processes of implementation of adaptation strategies in the territory?

During the event we will present the major results of the study and share the recommendations and lessons learned when conceptualizing and implementing monitoring and evaluation systems of adaptation measures, including criteria of cost-effectiveness, temporality, usefulness of results, sustainability, political frameworks to which the systems are anchored, among others.
