ESW Mission on Gender Equality and Women Empowerment to RNE Office
The Food and Agriculture Organization of the United Nations (hereinafter referred to as ''FAO'') and Social Research Centre, American University in Cairo (hereinafter referred to as the "Service Provider") (together hereinafter referred to as the "Parties") have agreed that the Service Provider will provide certain services defined in detailed in the attached Annex (the "Services") which forms an integral part of this Letter of Agreement (hereinafter the "Agreement") in support of the Institutionalization of Gender Mainstreaming in FAO's work.

The purpose for which the funds provided by FAO under this Agreement shall be used are the following:

(i) Objective: The Services will contribute to the Organizational strategic objective K – Gender Equity in Access to resources, goods, services and decision-making in the rural areas and the future cross-cutting theme on gender equality.

The overall objective of the LoA is to provide the FAO Regional Offices for the Near East (RNE) and the five country offices (Egypt, Jordan, Lebanon, Oman and the Emirates) with a baseline and an action plan on how to improve practices, mechanisms, processes and project and programme development to promote gender equality in rural areas necessary for the successful implementation of FAO's Policy on Gender Equality and for increased food and nutrition security in the Region.

(ii) Outputs/outcomes: The Service Provider will produce, achieve or deliver the following outputs or outcomes:

As the outcome of the Gender Audit, the above offices will be better equipped to address gender inequalities in the rural areas of their countries, contributing to enhanced agricultural and rural development and food and nutrition security in the Region.

Outputs
  • Methodology reports: final methodology for the country context analysis and the gender audit, including guidelines and questionnaires by the end of December 2012.
  • Five country reports (Egypt, Jordan, Lebanon, Oman and Emirates) by the beginning of March 2013 including
    • country level gender analysis of the socio-economic context, highlighting the main gender based inequalities and how they influence agricultural and rural development
    • Review of reports and recommendations of international human rights treaties (e.g. CEDAW Concluding Recommendations) and other reports (e.g. Human Development Report, Millennium Development Goals Reports, etc) and the collection of their recommendations on improving rural women's livelihoods and gender equality in rural areas
    • the assessment of how the relevant national policies and programmes address the identified gender inequalities and related development challenges
    • stakeholders' analysis
  • Six draft gender audit reports (RNE and five country offices) by the Mid of June 2013, including draft action plans and monitoring and evaluation framework.
  • One report of the validation workshop including recommendation for finalizing the action plan for RNE and the five country offices by the end of July 2013.
  • Six final audit reports and action plans for RNE and the five country offices by end of September 2013.
    • The final audit report and action plans will have to include a monitoring and evaluation framework to ensure that an effective tracking and assessment mechanism is set up for the implementation of the action plans.
  • One report on implementation activities and recommendations for follow-up for RNE/FAO Egypt Office by end of November 2013.
  • Final narrative and financial reports by End of December 2013.
