Workshop on the development of guidelines for securing sustainable small-scale fisheries

The Food and Agriculture Organization (FAO), in cooperation with the government of Oman, is organizing a workshop on the development of international guidelines for securing sustainable small-scale fisheries on March 26-28 in Oman.

Based on guidance provided by a number of global and regional conferences and stakeholder meetings exploring how to better bring together responsible fisheries and social development in coastal and inland fishing communities, the 29th Session of the FAO Committee on Fisheries (COFI) held in February 2011 recommended that an international instrument in the form of guidelines be developed to complement the Code of Conduct for Responsible Fisheries.

These Guidelines for Securing Sustainable Small-Scale Fisheries will be developed through a consultative process involving governments, regional organisations, civil society organisations, and small-scale fishers, fish workers and their communities.
Hence, the workshop organized by FAO and which will be held under the title Near East and North Africa Regional Consultation Workshop on the Development of Guidelines for Securing Sustainable Small-Scale Fisheries, comes within the framework of supporting a number of activities in different countries and regions that will provide important inputs into the guidelines development process and the design of the final instrument.
The workshop will convene government and civil society representatives from 21 countries. Together with resource persons, it is expected that the workshop will bring together some 60 participants.

Accordingly, the expected outputs of the workshop are:
 
  • Compilation of experiences of good policies and practices in the region in support of small-scale fisheries.
  • Comments and suggestions on overall considerations, principles and contents as presented in the discussion document and/or on text and proposals from the February workshop. This includes, inter alia, proposals with regard to:
    • Principles and practices that should be reflected in the Guidelines (referring to regional good policies and practices)
    • Overall considerations and general principles, and the title, structure and target audience of the Guidelines.
  • Considerations and suggestions with regard to the likely required institutional and incentive structures for bringing the Guidelines into effective implementation in the region, including identification of potential constraints, opportunities for support and partnerships.
  • Recommendations with regard to next steps in the Guidelines development process, including the potential need for further consultations in the region at national and local levels and specifying proposed recommendations for responsibilities of governments and other stakeholders.
