This brochure presents FAO's sustained and consistent work towards gender equality and the empowerment of rural women, which are at the core of the Organization's efforts to end hunger, malnutrition and rural poverty. FAO recognizes the potential of rural women and men in achieving food security and improving nutrition and is committed to working with partners and strengthening its efforts to eliminate the gender inequalities that undermine the performance of the agriculture sector. Latin America and the Caribbean is falling short of the Sustainable Development Goal 1: Ending poverty. After two and a half decades of progress, poverty and extreme rural poverty increased by two percentage points each between 2014 and 2016. By 2017, there were an estimated 59 million poor and 27 million extreme poor in rural areas of the region. FAO’s cash-based programming provides assistance to smallholder farmers, rural communities and other vulnerable men and women, who are particularly exposed to the impacts of climate change, natural hazards, economic shocks, conflicts and protracted crises.  FAO uses cash-based transfers for a broad range of complementary purposes: to provide immediate relief to farmers; to strengthen livelihood resilience to future shocks; to increase agricultural production and productivity; and to support transition from humanitarian assistance to development. Many social protection programmes, including cash transfers, public works programmes and asset transfers, target women as main beneficiaries or recipients of benefits. Extending social protection to rural populations has great potential for fostering rural women’s economic empowerment. However, to tap into this potential, more needs to be done. There is much scope for making social protection policies and programmes more gender sensitive and for better aligning them with agricultural and rural development policies to help address gender inequalities.
